Analysis
As part of the City’s ongoing Capital Improvements Program, high maintenance and aged water and wastewater lines throughout the City are recommended for replacement by the water utilities staff on a yearly basis.
On August 18, 2015, the City of Grand Prairie council approved a construction contract with Gra-Tex Utilities, Inc. in the amount of $2,436,801 for miscellaneous water replacements at various locations throughout the city.
The current Amendment/Change Order No. 6 in the amount of $126,650 provides for Water Main replacement in SW 5th Street from Dickey Rd to Bennie Ln; this location is being added to the project Due to high frequency of maintenance and resident complaints.
On May 3, 2016, City Council approved Amendment/change order No.1 (16-5599) in the amount $194,359 for wastewater replacement in 1) Wellington Drive and 2) Hill Street/Carrier Parkway. These locations were added due to frequent blockages and urgent maintenance repairs of the wastewater lines.
Amendment/change order No. 2 in the amount of $24,680 was approved on 8/1/2016 for providing waterline and service adjustments and modifications in Bogarte St, Marshall Dr. and Pioneer Parkway locations.
Amendment/Change Order No. 3 in the amount of $14,960 was approved on 9/15/16 provided for profile adjustments of the proposed wastewater line at Hill Street and Carrier Parkway due to unforeseeable conflicts with existing storm drain pipes in the area.
Amendment/Change Order No. 4 in the amount of $11,313 was approved on 2/7/2017 provided for quantity adjustments at the Woodcrest and Dawson Circle location.
Amendment/Change Order No.5 was approved on 7/ 27/17 for Time extension only.
The City, as an owner, to reserve the right to increase the amount of the work to be performed in a given contract by an amount not to exceed twenty-five (25%) percent of the original contract which is $609,200. The total of change orders No. 1 through No. 5 is $245,312; the current request of change order No. 6 is $126,650. Percentage of all previous and current change orders total is $371,962 or 15 % of the original contract.
The revised overall project completion date for this construction contract is December 31, 2017.
Financial Consideration
Funding for the Amendment/Change Order No. 6 with Gra-Tex Utilities, Inc.for miscellaneous water replacements in the amount of $126,650 is available in the Water Capital Projects Fund (500592) to WO #01811003 (FY18 Water Main Replacements)
