Analysis
On February 21, 2011, the City of Grand Prairie awarded a consultant contract to Teague, Nall and Perkins for evaluation phase of Freetown Paving, Drainage and Waterline Improvements from Robinson to Carrier Parkway in the maximum amount of $49,600. The project consisted of preparing schematic plans and a schematic design summary for the reconstruction of Freetown Road from Robinson Road to Carrier Parkway. In addition, the contract included a drainage analysis of the existing and future storm drain trunk system in Freetown Road between Cottonwood Creek and SW 3rd Street. The project also included a route evaluation for a proposed 20" water line between Robinson Road and Carrier Parkway.
Change Order/Amendment No. 1 in the amount of $206,300 for a revised total contract of $255,900 consisted of preparing design and construction plans for paving, drainage, Waterline and signal improvements for the reconstruction of Freetown Road phase 'I' between Robinson Road and Carrier Parkway (W.O # 590.39 and #611.34); also included in this amendment was the design of the connecting drainage improvements in Carrier Parkway between SH 303 (pioneer Parkway) and Freetown Road. Due to the proposed Carrier Parkway/Freetown Road intersection widening under this project, this amendment also included the design of the replacement and relocation of traffic signals at the said intersection; it also included coordination efforts for combining and bidding the proposed 30" Robinson Road waterline plans under one bid package.
The Current proposed Change Order/Amendment No. 2 in the total amount of $73,152.00 for a revised total contract request of $329,052.00 provides for additional surveying services related to revisions to the proposed right-of-way corner clips at the intersection of Freetown Road and Carrier Parkway. Based on negotiations with the property owners, Staff requested revisions to the legal descriptions and exhibits associated with the corner clips. It also includes primarily additional engineering services related to the design of approximately 900 linear feet of storm drain along Freetown Road and Carrier Parkway added at the request of the City to address drainage issues that were outside the initial scope of the Consultant's Contract to drain the church concrete parking lot to avoid flooding of Carrier Parkway, to allow future extension along Freetown Road and to satisfy City drainage criteria. It also provides for additional engineering services for efforts related to combining Freese and Nichol's Robinson 30" water line project and the City's Carrier 12" water line project with the Freetown Road Phase 1 project. This process allowed all three projects to be bid as a single project and thereby provided an opportunity for the City to realize a cost savings due to the economy of scale and avoidance of similar efforts such as mobilization, barricading, etc. Also this approach eliminated the potential of having three separate contractors working in close proximity to each other and allowed dealing with one contractor instead of three.
Financial Consideration
Funding in the amount total amount of $73,152 is available as follows:
1. $10,152 is available in Water Capital Project Fund (500592) WO #01003101 (42" Robinson Rd)
2. $63,000 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Street Capital Projects Fund (400192) to WO #01310301-03 (Freetown-Robinson)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2012/2013 Capital Improvements Project Budget be amended by transferring and appropriating $63,000 from the unobligated fund balance in the Street Capital Projects Fund (400192) to WO #01310301-03 (Freetown-Robinson)
