Analysis
On May 19, 2015, the City of Grand Prairie awarded a construction contract to SYB Construction in the amount of $548,527.70 and approved a 5% contingency of $27,426.00 for a total of $575,953.70 for the wastewater replacements construction project.
SYB Construction has now substantially completed work at all six locations included in this construction contract. Change order/amendment No. 5 in the net amount of $14,860.00 provides for the following:
An additional $7,500 for investigation of possible additional sewer services and connections to the City wastewater system at the Dallas St. location.
An additional $9,440 for concrete pavement with asphalt overlay pavement repairs, concrete sidewalk repairs, and hydromulch surface restoration at the W. Main St. location.
A credit of $2,080 dollars for asphalt pavement repairs at the W. Main St. location, as we were unaware at the time of bidding that this pavement was in fact concrete pavement with an asphalt overlay.
Change order/amendment No. 1 was in the net amount of $16,879.00 for addition and deletion of items based upon different conditions encountered during the course of construction at the Austrian Way, Graham Street, Dallas Street, NW 23rd Street, and Marshall Drive.
Change order/amendment No. 2 was in the net amount of $66,590.00 for additional construction costs due to the re-design and subsequent lowering of the proposed wastewater line because of unforeseen existing utility conflicts encountered during construction at the Marshall Drive/Belt Line Road location.
Change order/amendment No. 3 was in the amount of $9,049 for additional work to complete the contract requirements at the NW 23rd/NW 24th Street and Marshall Drive locations.
Change order/amendment No. 4 for a time extension only.
The revised overall project completion date for the construction contract is November 30, 2016.
Financial Consideration
All project contingency and remaining funds in the work order have been exhausted.
Funding is available as follows:
$14,860.00 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01510303 (FY15 Wastewater main Replacements) 68540 (Construction).

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $14,860 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) WO #01510303 (FY15 Wastewater Main Replacements)
