Analysis

On Tuesday, August 1, 2017, the City of Grand Prairie awarded a construction contract to McMahon Contracting, L.P. (17-6980) in the total amount of $1,320,917.08 for drainage improvements Section 1-Cottonwood Creek Culvert Improvements at Great Southwest Parkway and Section 2 Oakdale Road Culvert Improvements; material testing with Reed Engineering in the amount of $19,802.75; in-house engineering in the amount of $66,045.85; and 5% construction contract contingency in the amount of $66,045.85 for a total project cost of $1,472,811.53.

 

This proposed change order No. 8 will increase the contract by by $129,132.46 for Section 2 of the contract for Oakdale Road Culvert improvements to repair and provide slope armoring to the recent flood damaged embankment slopes and roadway shoulder at the three culverts installed by the contract. The damaged and eroded embankment slopes will be repaired and six hundred and ninety four square yards of 6 inch thick reinforced concrete riprap slope protection will be installed around the three culvert headwalls and wingwalls with ninety five cubic yards of 8 inch thick, 4 foot deep reinforced concrete toewalls at the concrete riprap slope protection edges. Oakdale Road from Belt Line Road to SH 161 will be closed to through traffic to facilitate this repair work. The total change order amount is $129,132.46 for a revised contract amount of $1,469,608.97.

 

Amendment/Change order #1 was approved by the City on October 18, 2017 in the amount of $23,722.40 for 24-inch drill shafts and counter support work for a revised contract amount of $1,344,639.48.

 

Amendment/Change order #2 was approved by the City on October 18, 2017 in the amount of $600.00 for additional traffic control signage at the request of the businesses along Great Southwest Parkway for a revised contract amount of $1,345,329.48.

 

Amendment/Change order #3 was approved by the City Council on November 7, 2017 (17-7273) in the contract reduction amount of $160,330.25 for deletion of the contract 16” water line relocation and deletion of temporary asphalt pavement widening for detours for a revised contract amount of $1,184,909.23.

 

Amendment/Change order #4 was approved by the City Council on November 21, 2017 (17-7363) in the amount of $122,667.95 for addition of Section 3-Marshall Drive Pavement Failure and Storm Drain Repair to the contract for a revised contract amount of $1,307,577.18.

 

Amendment/Change order #5 was approved by the City on February 27, 2018 in the amount of $14,990.40 for addition of grass sodding to Section 2 and Deep Beam Guard Fence protection to Marshall Drive at Cannon Branch to Section 3 of the contract for a revised contract amount of $1,322,567.58.

 

Amendment/Change order #6 was approved by the City on March 7, 2018 in the amount of $1,545.96 for relocation of one water service and concrete pad power pole protection in Section 3 of the contract for a revised contract amount of $1,324,113.54.

 

Amendment/Change order #7 was approved by the City on March 16, 2018 in the amount of $16,362.97 for addition of grouted rock riprap and reinforced concrete toewall for flood damage repair of the Cannon Branch approach channel in Section 3 of the contract for a revised contract amount of $1,340,476.51.

 

Construction completion of the project is extended to November 9, 2018.

 

Financial Consideration

Funding in the total amount of $129,133 is available as follows:

 

1. $38,496 is available in the Storm Drainage Capital Project Fund (401592), WO #01204603 (Pioneer/GSW Parkway @ Cottonwood) Contract 242822 Line 2 contingency

2. $7,990 is available in Storm Drainage Capital Project Fund (401592) WO #01304703 (Oakdale Culvert Improvements) Contract 242822 Line 4 contingency

3. $82,647 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Storm Drainage Capital Projects Fund (401592), WO #01304703 (Oakdale Culvert Improvements)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2017/2018 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $82,647 FROM THE UNOBLIGATED FUND BALANCE IN THE STORM DRAINAGE CAPITAL PROJECTS FUND (401592) WO #01304703 (OAKDALE CULVERT IMPROVEMENTS)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1. THAT THE FY 2017/208 Capital Improvements Projects Budget be amended by transferring and appropriating $82,647 from the unobligated fund balance in the Storm Drainage Capital Projects Fund (401592), WO #01304703 (Oakdale Culvert Improvements)
