Analysis
We have experienced repeated water quality incidents related to the water supply coming through the North Dallas Supply Line. This supply, which mostly comes from Dallas' oldest treatment plant and travels several miles to our storage tanks serves both Irving and Grand Prairie. Because of the travel distance, less effective treatment technology, and variability of flow in this line (depending on needs, Irving and Grand Prairie vary the flow taken and therefore at times the water may be retained in the pipeline for some time, causing the water to stagnate and creating water quality problems in our distribution system).  This often happens without any warning and demands quick action on our part, flushing water mains and adjusting our disinfection processes. It will be very helpful to develop an "early warning system" that will monitor the water in this incoming pipeline giving us more lead time to prevent the water quality issues related to water age.  The purpose of this contract is to have our Water Master Plan Engineers (Freese & Nichols, Inc) develop such an early warning process.
 
Financial Consideration
Funding for a Feasibility Evaluation of an Early Warning System for Water Quality Changes from the Dallas North Supply Line with Freese & Nichols, Inc. for the amount of $42,800 plus a 5% contingency of $2,140 for a total of $44,940 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01413903 (Feasibility Evaluation Early Warning System).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2013/2015 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $44,940 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) TO WO #01413903 (FEASIBILITY EVALUATION EARLY WARNING SYSTEM).\
 
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
 
SECTION 1.  THAT THE FY 2013/2014 Capital Improvement Projects Budget be amended by transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01413903 (Feasibility Evaluation Early Warning System).
