This contract is for mass notification system services and is available to all City Departments.
Service Summary: The Blackboard Connect for Government service allows government leaders to provide notices, direction, and reassurance to reach thousands of stakeholders in minutes without having to invest in or maintain hardware, software, or additional phone lines. This service allows for the ability to reach the entire community quickly and reliably, with voice, text, and email messages.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities and Buyboard.

Financial Consideration
Funding for the mass notification service is available in FY 2016/2017 Grant Budget - Emergency Management (300590-61086). Funding for future fiscal years will be paid from that year’s approved budgets.
