Ordinance amending the FY 2018/2019 Capital Improvement Projects Budget; Contract with The Home Depot in the amount of $118,740 for installation of new sewer service for three properties - 802, 902, and 922 OUR Lane and an additional 4th tract for the Graft Property through their national inter-local agreement with U.S. Communities and include a 5% contingency in the amount of $5,937 and 2.5% material testing $2,968 for a grand total of $127,645 (The City Council tabled this item at their May 7, 2019 meeting.)

Analysis
This work connects a private service line at these houses to the City’s sewer collection line which will ultimately connect to a new Trinity River Authority of Texas (“Authority”) interceptor sanitary sewer line. These property owners agreed to easements on their property for the TRA project in exchange for new City sewer service to their houses when available and the abandonment of their private septic tank/systems on their property.

Additional tract on Graft Property
Work will include all materials, equipment and labor for complete install of 500-550 LF of pipe as needed into newly installed sewer main. Will also include new 8" sewer branches. Septic tanks will be abandoned and filled with approved material. New sod as needed to cover trenching will be furnished for the private side only.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.

The Home Depot’s US Communities contract #16154 was effective February 1, 2017 and will expire December 31, 2021.
This item was presented to the Finance & Government Committee on July 16, 2019 for their recommendation to the City Council.

Funding for a Contract with The Home Depot in the amount of $127,645 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01916603 (Our Lane)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $127,645 FROM THE UNOBLIGATED FUND BALANCE IN THE WASTEWATER CAPITAL PROJECTS FUND (500692) TO WO #01916603 (OUR LANE)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvement Project Budget be amended by appropriating and transferring $127,645 from the unobligated fund balance in the Wastewater Capital Projects Fund (500692) to WO #01916603 (OUR Lane).
