Analysis

The Memorial Library’s Chiller for the Heating Ventilation and Air Conditioning system (HVAC) is outdated and in need of replacement. Many of the components for the existing Chiller are no longer available, and now the major component, R22 Freon, is in the process of being discontinued.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including US Communities.

 

U.S. Communities is the leading national government purchasing cooperative, providing world class government procurement resources and solutions to local and state government agencies, school districts (K-12), higher education institutes, and nonprofits looking for the best overall supplier government pricing.

The HVAC units and associated equipment will be purchased directly from the manufacturer Trane through their U.S. Communities contract #15-JLP-023.

 

The U.S. Communities contract began October 1, 2015 and will expire September 30,2018, with option to renew for (2) additional (2) year periods.

 

Financial Consideration

Funding for the purchase of the Chiller and installation from Trane in the amount of $140,390.00 with a 5% contingency in the amount of $7,019.50, for a total cost not to exceed $147,410 (rounding) is available in the Municipal Facilities Capital Projects Fund (405090), WO #01702003 (FY17 Roof and HVAC Replacement), Account 68014 (HVAC System).
