SUMMARY:      
 
Consider a request to approve a final plat to create a residential subdivision with 90 single family residential lots and one HOA lot.  The 27.05-acre property, generally located south of England Parkway and east of S. Grand Peninsula Drive, is zoned Planned Development 271A (PD-271A) District and Planned Development 271B (PD-271B) District and is within the Lake Ridge Overlay District.

PURPOSE OF REQUEST:      
 
The applicant is proposing to final plat 27.05 acres into a 90-lot residential subdivision with 74 one homeowners association lot.  The subject site is split-zoned PD-271A and PD-271B for residential uses and is within the Lake Ridge Overlay District.
 
CONFORMANCE WITH COMPREHENSIVE PLAN:  
 
The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan shows this area as appropriate for Low-Density Residential (LDR) uses. The FLUM equates LDR uses to residential developments with no more than 5.8 dwelling units per acre. The density proposed with this final plat is 3.36 dwelling units per acre. This use is consistent with this FLUM designation.  
 
ZONING REQUIREMENTS      
 
Dimensional Requirements
 
The subject site is zoned PD-271A and PD-271B for Single Family Residential uses and is within the Lake Ridge Overlay District.  The proposal meets all applicable minimum dimensional requirements specified in PD-271A and PD-271B.
 
PLAT FEATURES
 
Access will be provided to Charles England Parkway and South Grand Peninsula, through various proposed public rights-of-way. There are one open space lots totaling 2.50 acres.  Utility connections, easements, and facilities have also been depicted on the plat.
 
REQUESTED APPEALS BY APPLICANT:
 
No appeals are being requested by the applicant.
 
 
RECOMMENDATION:
 
The final plat is consistent with the approved preliminary plat.  The DRC recommends approval.
