Analysis

Aerofirma Corporation is currently constructing facilities to house a flight school that is moving to the Grand Prairie Municipal Airport (GPM) from Arlington Airport.  The airport currently has one 12,000 gallon storage tank for 100LL Aviation Fuel and two 12,000 tanks for Jet Fuel.  Jet fuel is readily available and can be delivered daily, if necessary.  The market for 100LL Aviation Fuel is very competitive and supply is limited.  Occassionally, it has taken a week or more to receive 100LL Aviation Fuel after an order is placed.  The new flight school plans to bring thirty (30) aircraft to GPM that will each fly approximately one-hundred (100) hours per month.  The estimated fuel burn for a Cessna 172 is between six and ten gallons per hour.  While the aircraft mix of the new school is not know, a Cessna 172 is one of the more commonly utilized flight school aircraft.  With a six gallon fuel burn per hour, the airport might anticipate a minimum additional eighteen thousand (18,000) gallon increase in 100LL Aviation Fuel sales.  A fuel delivery is commonly 7,800 - 8,500 gallons.  An additional two to four deliveries may be necessary each month to accommodate the new school.  AvFuel, the airport's aviation fuel supplier, strongly suggested conversion of the tanks to accommodate additional capacity due to the limited availability of 100LL Aviation Fuel.

 

Bids were solicited for the project and responses were as follows:

 

Bassco Services, Inc.                                          $15,425

Champion Fuel Solutions (HUB Vendor) - unable to perform the work needed

Unified Services of Texas (HUB Vendor) - No response from vendor

 

In addition to the cleaning and other work necessary for the conversion, the airport will need to contract with a fuel delivery company to store the fuel during the conversion and signage at the fuel farm will need to be changed.  The estimated cost for the trucks, signs and miscellaneous expenses is $4,575.

 

Financial Consideration

Funding for the fuel tank conversion is available by approving an ordinance transferring and appropriating $20,000 from the unobligated fund balance in the Airport Capital Projects fund (505292) to WO #01612903 (Fuel Tank Conversion).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AN ORDINANCE AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENT PROJECTS BUDGET BY APPROPRIATING AND TRANSFERRING $20,000 FROM THE UNOBLIGATED FUND BALANCE IN THE AIRPORT CAPITAL PROJECTS FUND (505292) TO WO #01612903 (FUEL TANK CONVERSION) FOR THE COST FOR FUEL TANK CONVERSION TO STORE ADDITIONAL 100 LL AVIATION FUEL AND LESS JET FUEL

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.   That the FY 2015/2016 Capital Improvement Projects Budget be amended by appropriating and transferring $20,000 from the unobligated fund balance in the Airport Capital Projects Fund (505292) to WO #01612903 for the cost for Fuel Tank Conversion to store additional 100 LL Aviation Fuel and less Jet Fuel
