In April of 2018, an interlocal agreement was executed between the City of Fort Worth and Grand Prairie for Veloweb Trail design (70%) connecting Arlington's River Legacy Trail into the city limits of Fort Worth and continuing into Grand Prairie terminating in Mike Lewis Park. The design phase of the project is funded through a $900,000 federal grant on a 80% federal 20% match with each city funding $90,000. Fort Worth will be the primary coordinator of the grant process, but design will be managed by each city.
The trail segment is a part of the 50 plus mile Regional Veloweb Trail System through five cities linking downtown Fort Worth to downtown Dallas and extending beyond through additional trail systems throughout the Metroplex. The four other cities along the Veloweb have design and construction funding approved for their representative segments.
The Regional Transportation Council (RTC) approved construction funding in late 2018 for both the Fort Worth and Grand Prairie trail segments. The Grand Prairie segment of construction has a preliminary construction budget of $4.6 million dollars of which 80% ($3,680,000) would be federally funded and 20% ($920,000) would be Grand Prairie's local share; the project is a federal reimbursement grant.
In order to meet the funding deadline for project modification to the Regional Transportation Improvement Program, the City had to submit the project request on April 26, 2019.
This item was presented to the Finance and Government Committee on May 7, 2019 for their recommendation to the City Council.
Financial Consideration
Funding for a Transportation Improvements Project Advance Funding Agreement for the construction of the North West Trail Connection, a part of the Regional Veloweb, in the amount of $920,000 for the City's 20% of matching share of construction is available by approving an ordinance transferring from the unobligated fund balance in the Parks Capital Projects Fund (317193) to the Grant Capital Projects Fund (300596), WO #15019020 (North West Trail Connection) 68540 (Construction).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2018/2019 CAPITAL IMPROVEMENTS PROJECT BUDGET BY TRANSFERRING $920,000 FROM THE UNOBLIGATED FUND BALANCE IN THE PARKS CAPITAL PROJECTS FUND (317193)TO THE GRANT CAPITAL PROJECTS FUND (300596), WO #15019020, (NORTH WEST TRAIL CONNECTION), 68540 (CONSTRUCTION)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2018/2019 Capital Improvements Budget be amended by transferring $920,000 from the unobligated fund balance in the Parks Capital Projects Fund (317193) to the Grant Capital Projects Fund (300596), WO #15019020 (North West Trail Connection), 68540 (Construction).
