Analysis
Chapter 67 "Canvassing Elections," of the Texas Election Code stipulated that the canvassing of an election is to take place not earlier than the eighth day or later than the 11th day after election day. For the November 8, 2016 election, the first day to canvass will be November 16 and the last day will be November 22. Section 67.004 of the election code states that, "Two members of the authority constitute a quorum for purposes of canvassing an election."

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, CANVASSING AND DECLARING THE RESULTS OF THE NOVEMBER 8, 2016 SPECIAL ELECTION FOR THE SALE OF PARK LAND
Whereas, on November 8, 2016, a Special Election was held in the City of Grand Prairie for the sale of park land; and
Whereas, such election was duly held and proper return of results made by those officials charged with the responsibility of holding such election; and
Whereas, the City Council in open session has canvassed such vote and determined that all returns are in proper order and the election correctly conducted;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. That for the following proposition, these are the votes cast:
Shall the City Council of the City of Grand Prairie be authorized to sell approximately 24 acres of land within Central Park located at the northwest corner of State Highway 161 and Warrior Trail
29,058 Yes votes
16,026 No votes
Therefore, the proposition has passed.
Section 2. That all election returns from the City voting precincts in which polling took place in the City of Grand Prairie and pertaining to the City Special Election, the same are made part of this resolution (Exhibit A).
