Analysis

Our Tourist Center’s exterior is in need of its periodic waterproofing to prevent water leakage.  The last waterproofing was done in 2009.  And a new roof was installed in 2016, which should help going forward.  Proposed waterproofing work would include:

                     Remove 2,500 linear feet of existing window sealant, lightly grind the joint edges, and replace with new Tuff Stuff MS sealant

                     Water blast concrete surfaces

                     Wall coating 7,000 square feet of substrate with two coats of Tuff Stuff elastomeric coating, scrubbed in using a brush to force the product into the pores of the substrate.

                     Remove and replace 135 linear feet deteriorated wood mullion panels between windows.

                     Remove 300 linear feet of deteriorated mortar and replace with Tuff Stuff sealant.

 

Current assessment of the buildings leak issues confirms past findings:

                     EIFS (stucco covering of building) was not installed properly to be waterproof, the coating is too thin, fiber underneath is visible, joints open, caulking shrunk, physical damage at several locations.

                     Mortar joints cracked and eroded; sealants weathered and beyond service life.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities.

 

Garland Industries/Design Build Solutions, through their US Communities contract #14-5903, analyzed, specified and bid the waterproofing in conjunction with our Facilities Services Division.

 

Financial Consideration

The funding for the contract with Garland/DBS Inc to waterproof the exterior of the Tourist Center in the amount of $70,127 plus a $3,500.00 (5%) contingency for a total of $73,627 is available in the FY 2016/2017 Hotel Building Fund (310217-68200-$70,000 and 310217-68540-$3,627).
