Analysis

At the September 15, 2015 City Council meeting, Council awarded the initial ratification for emergency repairs at Lake Ridge and Lynn Creek lift stations in the total amount of $997,567.46, utilizing multiple vendors, which included: George-McKenna Electrical Contractors, Xylem Water Solutions USA, Inc., Prime Controls, LP., and Odessa Pumps & Equipment. The original contract with George-McKenna was for a total of $122,938.00 with the addition of the soft starters the new total is $156,306.00. 

 

George-McKenna was set to replace the CPX9000 VFD Unit at Lake Ridge Lift Station, once they completed the replacement of the VFD and the VFD did not work, it was brought to our attention by the contractors that the two starters had been damaged and were needing to be replaced due to the long run time periods during the thunderstorms from May 4 - June 22, 2015.

 

The repairs are necessary for the health and safety of the citizens of City of Grand Prairie.

 

Equipment on the purchase order was approved as an Emergency procurement, resulting from “MAY, 2015 FLOODING DISASTER”, pursuant to Local Government Code Chapter 252.022, Subsection (a), Items (1) a procurement made because of public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; (2) a procurement necessary to preserve or protect the public health or safety of the municipality's residents; and (3) a procurement necessary because of unforeseen damage to public machinery, equipment, or other property; per Department justification.

 

Financial Consideration

Funding for the ratification for the emergency repairs at Lake Ridge lift stations were charged to an account set up to track disaster cost with a future reimbursement from several possible funding sources, which could include the Federal Government, the State and Texas Municipal League, 341192 (2015 Flooding Event) 61485 (Miscellaneous Services).
