Analysis

On November 17, 2015, the Grand Prairie City Council approved the submittal of a HMGP grant application for the purchase and installation of low water crossing gates on Carrier Parkway.  The City received an award (DR-4223-026) for this grant request in a letter dated August 18, 2016.  The grant award was based on an estimated project cost of $130,000 in which the City would be responsible for 25% or more of the project cost, at least $32,500.  FEMA would be responsible for up to $97,500.

 

Notice of bid #17058 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 32 vendors. There were no Grand Prairie vendors that submitted a bid.  One bid was received from High Sierra Electronics, Inc. as shown on attachment A.

 

The low bid received from High Sierra Electronics, Inc. meets specifications and is recommended for award. 

 

Financial Consideration

Funding for a Contract with High Sierra Electronics, Inc. for the purchase and installation of Four (4) Automated Low Water Crossing Gates  in the amount of $160,118 is available as follows:

 

1. $97,500 will be reimbursed with Federal Funds, and is available in Grant Fund (3005) Activity 63517013

2. $32,500 is available in the Storm Drainage Capital Projects Fund (401592), WO #01706203 (Cttnwd Crk/Carrier Pkwy Gates).

3. $30,118 is available in the Stormwater Utility Surveys and Studies Operating Account (233010/61405)

 

Upon approval, City matching funds will be transferred from the Storm Drainage Capital Projects Fund (401592), WO # 01706203 (Cttnwd Crk/Carrier Pkwy Gates) and the Stormwater Utility Surveys and Studies Operating Account (233010/61405) to Grant Fund (3005) Activity 63517013 to be accounted for with grant funds received.
