Price Agreement with Modern Geosciences for engineering and geotechnical services for gas well padsite inspection services in an amount not to exceed $200,000 per year for one year with the option to renew for four (4) additional one year periods totaling $1,000,000 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms

Analysis
Gas well inspection services by a third party is for the protection of the health and safety of Grand Prairie residents. Inspection services will include monitoring and reporting of safety equipment, naturally occurring radioactive material, and for leak detection of methane.
Notice of RFQ 18045 was advertised in the Star-Telegram as well as on Bidsync. It was distributed to 47 vendors. Two bids were received as shown on attachment A. This recommendation for award is based on the best value criteria set up in the specification, including experience, reputation, quality of service, price, past relationship with the city and other municipalities, if they were local, and other relevant criteria as listed in the specification. The awarded vendor meets specifications and is recommended for award.
The Public Safety Health & Environment and the Finance & Government Committees will review this item on April 30th and May 1st, respectively.
Financial Consideration
All costs associated with document review and inspections are paid by the gas well operators during permitting and on an annual basis. The gas well operators are required by City ordinance to pay for all third party costs. The City maintains an escrow account so that monies from the gas operators are deposited and then later withdrawn to pay the gas well inspector.
