Analysis
The Proposed Lakeway Estates subdivision , located on the East side of Seeton Road, north of the westward turn toward Day Miar is located in a critical location that will allow construction of a single larger Regional Lift Station that will allow us to eliminate one small lift station service a subdivision to the south and avoid construction of two other future lift stations that would be necessary to serve other potential developments in the area.
The Public Works Department seeks to minimize the number of sewage lift stations due to the operating and maintenance costs. The Lakeway Estates Subdivision only requires a small lift station to serve its needs. However, by the City participation we can induce the developer to build a much larger station that will serve both existing and future proposed subdivisions in the area. We greatly prefer one larger lift station in lieu of 4 smaller lift stations. However, we cannot cause the Developer to make the additional investments in a larger station as well as appurtenances unless the City participates in costs that would not normally be borne by this developer, since they have nothing to do with serving his development.
Financial Consideration
Funding to build this larger facility is available from the Developer in the amount of $210,357.60 of the costs, the City Participation in the amount of $320,000 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to the Wastewater Capital Projects Fund (500692) WO #01714303 (DA Regional Lift Station)
This appropriation will be utilized when we work out the developer agreement to be presented at a future City Council meeting.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $320,000 from the unobligated fund balance in the Water Capital Projects Fund (500592) to the Wastewater Capital Projects Fund (500692) WO #01714303 (DA Regional Lift Station)
