Analysis

These price agreements with USA Blue Book, Bass and Hays Foundry, Inc, Core & Main LP, and Ferguson Waterworks will be utilized by the Water Utilities Division for repairs and replacement stock.

 

This bid contains 651 items detailing various parts for water supplies in five (5) categories: water sampling stations; water meter boxes and lids; fire hydrants and water valves; fire hydrant and valve parts for six different manufacturers; and water warehouse stock. Fire hydrants and water valves are not being awarded at this time. Some of the vendors only supply parts for one category of items, while others supply parts for several categories.

 

Our experience is that often the vendors do not have the fire hydrant and valve parts readily available when we need them during emergency repairs. For this reason, it is important to have multiple vendors since the preferred vendor may not be able to supply the needed parts. Therefore, we recommend that we additionally be authorized to procure fire hydrant and valve parts from both Core & Main LP and Ferguson Waterworks, giving preference to the vendor having the lowest price and having the part readily available.

 

Notice of bid #19104 was advertised in the Fort Worth Star Telegram and Bid Sync; it was viewed by 84 vendors, including one Grand Prairie vendor. One (1) bid was received from Grand Prairie vendor Bass and Hays Foundry, Inc. Six (6) bids were received, two (2) being unresponsive, as shown on Attachment A.

 

Staff recommends awarding the water sampling stations to USA Blue Book; water meter boxes and lids to Bass and Hays Foundry, Inc.; fire hydrant and valve parts to Core & Main LP; and fire hydrant and valve parts and water warehouse stock to Ferguson Waterworks. All four vendors meet required specifications for these sections. The decision to split the award provides the best value to the City.

 

Financial Consideration

 Funds are available in FY 2018/2019 Water/Wastewater Operating Fund, Water Distribution 361211 for Water Mains Maintenance 63095 and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budgets.
