Analysis

On October  24, 2016 during a routine annual line tightness and leak detection test on the fuel tanks at the Service Center, the Tank 1 line test failed.  As required, the city submitted an Incident Report to the Texas Commission on Environmental Quality (TCEQ) of the suspected petroleum storage tank release. In November during repair, two leaks were detected at connectors between the sheer valve and elbow under the pumps.  Samples were collected which confirmed a release and the city submitted a confirmed release report to the TCEQ on November 11, 2016. 

 

On January 3, 2017, a contract with Ensafe in the amount of $38,953 was entered into to begin the site assessment and investigation of the leak to determine the extent of the release.  This included installing monitoring wells, sampling wells quarterly, and, submitting reports to the TCEQ as required.  Sampling from the wells revealed that benzene was identified above surface water criteria and because Cottonwood Creek is less than 1/4 mile downgradient from the release incident, an assessment is required to determine whether benzene-impacted water is being discharged to the creek. 

 

This contract will cover the costs to determine if Cottonwood Creek could be impacted and will include oversight of the removal of the three petroleum underground storage tanks to ensure that the proper environmental sampling is conducted by the third party UST removal company.

 

The Public Safety Health and Environment Committee and the Finance & Government Committee will review this item on March 5th and March 6th, respectively.

 

Financial Consideration

Funding for the professional engineering services in the amount of $49,040 is available in the Water Inspections Operating Fund (303010-61405) for FY2018.
