Analysis

Human Resources has had an existing contract with Holmes Murphy Benefits Consultants since October 2007, with the most current renewal period ending September 30, 2015. Holmes Murphy has been an excellent partner to the City and works routinely with Human Resources staff and our City Manager's Office on all benefits related matters. We continue to have a positive relationship with them and they provide consulting services to us in all areas of benefits, including but not limited to: general benefits guidance, compliance with all benefit laws, annual enrollment, medicare reporting, health care reform assessments and fee compliance, budget forecasting, Incurred But Not Reported (IBNR) claims calculations, GASB45 actuarial assessments (government required assessments of retiree liability), request for proposal services from preparation through analysis, strategic benefits plan design and wellness programming review and assessments, as well as many other services.  Annual fees for their services through September 30, 2015 are currently $47,000.  Effective October 1, 2015 for the renewal period noted herein, the city requested Holmes Murphy to coordinate with our carrier, United Health Care, to perform an in-depth 36-month claims review and assessment which includes housing that data and provides repricing services.  The additional fees to complete this study is estimated at a not-to-exceed rate of $5,000.  Although this change in contract costs is minimal, it raises the contract from $47,000 to $52,000, thereby requiring Council approval since we went over the $50,000 threshold.

 

This was not presented to the Finance and Government Committee on September 1, 2015 because it was believed to be within Manager discretion. Full review showed  the contract required Council Approval.  Waiver of Committee review is requested because the renewal needs to be effective October 1, 2015 order to avoid any gap in service.

 

Financial Consideration

This will be charged to the Employee Insurance Fund 213010-61485 (Miscellaneous Services) for fiscal year 2015-2016 which is budgeted at $53,045. No additional funding is needed as this covers the new contract amount projected at $52,000.
