Price Agreement for document destruction services from TIBH Industries, Inc. through an inter-local agreement with the Texas Comptroller of Public Accounts at an estimated annual cost of $25,000 for one year with the option to renew for four additional one-year periods totaling $125,000 if all extensions are exercised and authorize the City Manager to execute the renewal options with the aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
This contract will be for departments to utilize for document destruction services on an as needed basis. Services will include scheduled pickups of bins, containers, and boxes as well as onsite services utilizing a mobile shredding truck during special events.
TIBH Industries, Inc., also known as the Texas Industries for the Blind and Handicapped, is a catalyst for employment opportunities for people with disabilities. TIBH is a unique, private, non-profit corporation that links individuals with disabilities to meaningful career options. Through their State Use Program, local municipalities can take advantage of their deeply discounted commodity and services contracts.
For Tarrant and Dallas counties, Expanco, Inc. is the TIBH Region II service providers through their State Use Program capable of providing the document destruction services the city needs. All purchase orders and payments will be made out to TIBH Industries who assign and coordinate their service providers.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including the Texas Comptroller of Public Accounts.
Texas Comptroller Contract No. 962-M9 was effective September 1, 2012 and will expire August 31, 2020.
Financial Consideration
The City spends an estimated $25,000 annually on document destruction services. Payments for these items will be made from various departmental accounts budgeted for these items.
