Analysis
The City Council awarded a Professional Services Contract to Birkhoff, Hendricks and Carter on June 21, 2016 in the amount of $81,930 for on-site observation , record drawing coordination and technical assistance for the relocation of several City utility lines necessary for the construction of the SH 360 main lanes project. Change Order Number one provided for an extension of time only from December 31, 2016 to May 31, 2018 due to the slower than expected construction progress.
Change Order No. 1 was a time extension only.
This Change Order No. 2 increases the compensation to the Professional Engineer in the amount of $27,838; it is necessary due to the amount of time required for on-site observation was significantly greater than we originally estimated for October due to the weekend work and overtime hours. This will bring the total compensation to $109,768.
Financial Consideration
Funding in the total amount of $27,838 is available as follows:
1. $4,096 is available in Water Capital Projects Fund (500592) WO#01612803 (SH 360 Utility Relocations) contract 185649 contingency
2. $23,742 is available by appropriating and transferring from the unobligated fund balance of Water Capital Projects Fund (500592) to WO #01612803 (SH 360 Utility Relocations)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2017/2018 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $23,742 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) WO#01612803 (SH 360 UTILITY RELOCATIONS) FOR ADDITIONAL COMPENSATION TO THE PROFESSIONAL ENGINEER FOR ON SITE OBSERVATION AND TECHNICAL ASSISTANCE ON THE SH360 UTILITY RELOCATIONS PROJECT
WHEREAS, the SH 360 Utility Relocations Project has required more on site observation time than originally anticipated; and
WHEREAS, additional compensation to the engineer is necessary to complete this project and ensure quality construction meeting specifications;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2017/2018 Capital Improvement Projects Budget be amended by transferring and appropriating $23,742 from the unobligated fund balance in the Water Capital Projects Fund (500592) WO#01612803 (SH 360 Utility Relocations).
