Analysis

The Police Department conducted research to find an operations management software package that would assist in automating the antiquated process and improve the efficiency of the City’s Auto Pound.  After conducting an evaluation of several software packages, staff recommends UR International, Inc., as the software provider. UR International’s operations management software will automate many of the current manual processes involved with impounding, storing, releasing, and auctioning vehicles at the Auto Pound.  The Department estimates a savings of approximately 500 staff hours per year, due to the automation and efficiency improvements.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including H-GAC.

The H-GAC primarily offers products that are utilized in the fields of Public Safety, Public Works, and Communications. A wide variety of capital equipment is under contract, and through a unique feature of specifications and requirements.

UR International, Inc. through their H-GAC contract (PE-05-19) offers these proposed and other related services.

The H-GAC contract began May 1, 2019 and will expire April 30, 2021.

Financial Consideration

Funding is available in FY 2020 Police Department General Fund Budget.  Funding for future fiscal years will be paid from that year's approved budgets.  Costs will be recouped via the towing fee increase recently approved by City Council.
