Analysis

The City of Grand Prairie owns and operates a rain and stream gauge system that constitutes part of the City’s flood warning program. Specific software is required to convert the data collected by the various sensors into relevant and meaningful information for City staff use. The software sends text and email messages to specific City staff when floodwaters are rising at specific gauges enabling City staff to respond accordingly during a flood event.

 

The requested software will replace the software currently in use. The OneRain, Inc. software product is a more robust program that will meet the City’s current needs, as well as anticipated needs moving forward.

 

Notice of bid #17095 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to 24 vendors. There was one Grand Prairie vendor available for this commodity. Three bids were received as shown on attachment A.

 

The award was based on best value criteria set up in the specification, including qualifications, vendor capabilities, performance ability, project approach and cost, and other relevant criteria as listed in the specification.

 

OneRain, Inc. was determined to have submitted the best value bid, meets specifications and is recommended for award.

 

Financial Consideration

Funding for the first year of $17,000, one-time costs of $33,200, and $1,660 of a 5% contingency for a total amount of $51,860 is available in the Stormwater Utility Fund (233010) Software Leasing (61640). Funding for future fiscal years will be paid from that year’s approved budget.
