Analysis
This project was discussed during the 2015 budget process and the project was funded for engineering and design this year. The project is to widen the roadway from four lanes to six lanes to improve traffic circulation on Great Southwest Parkway north of IH-20 to Mayfield Road to also help with the Traders Village traffic. Construction will be funded during future annual budget process.
This contract will provide for professional engineering and surveying services for Phase I of a two phase approach to perform a project development study to evaluate paving, drainage, and City utility capital improvements along and development of 30% design for Great Southwest Parkway from IH-20 north to the intersection with Mayfield Road.
Phase I of this project will include the following items:
- Performing a traffic study of Great Southwest Parkway between the IH-20 westbound
frontage road and Mayfield Road, and identify potential capital improvment projects
along this corridor
- Identify impacts to adjacent properties and existing infrastructure.
- Idenity roadway operational and capacity improvmenet options and alternatives

anticipate widening Great Southwest Parkway from 4 lanes to 6 lanes)
- Traffic impacts
- Corridor Constraints
- Franchise utility impacts
- City utility impacts
- Potential City utility extensions
- Construction of a multi-span bridge at Prairie Creek crossing )box culverts are currently
in place at this location)
- Identifcation of right-of-way impacts (including formal property descriptions)
- Temporary traffic control options
- Potential construction costs
- Preparation of 30% design plans for the City-selected alternatives
As part of the water master plan currently underway, a determination has been made that the existing 24" water main along Great Southwest Parkway from Sara Jane to Mayfield Road needs to be replaced with a 30" water main. The 30" waterline will provide additional water to the Trader's Village tank to better serve the area and for future development. No previous funding was provided for this waterline replacement. The 30% design funding will be requested as part of this Phase I project with additional funding for design to be requested as part of the Phase II design project. Construction funding will be requested as part of the future annual budget process for the waterline construction.
Phase I of this project is scheduled to begin in February 2016 and to be completed in July 2016. Phase II for 100% design plans will follow. The section of Great Southwest Parkway from Sara Jane through Forum Drive is to be complete by December 2016 with bidding and construction to follow. The section from Forum Drive to Mayfield Road is to be bid and construction in late 2017.
This item was taken to the Finance and Government Committee on February 2, 2016 for their review and approval.
Financial Consideration
Funding for the engineering and surveying services contract with Kimley-Horn and Associates for the Project Development Study and 30% Design of Great Southwest Parkway from Mayfield Road to IH-20 Improvements in the total amount of $545,200 is available as follows:
1. $497,400 is available in Streets Capital Projects Fund (400192) WO#01605701 (GSW Sara Jane/Mayfield STRT) 68560 (Eng/Geo/Con)
2. $47,800 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Budget (500592) into WO#01611203 (GSW IH20 to Mayfield WTER) 68560 (Eng/Geo/Con)

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2015/2016 CAPITAL IMPROVEMENTS PROJECT BUDGET BY TRANSFERRING AND APPROPRIATING $47,800 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECT FUND (500592) INTO WO#01611203 (GSW IH20 TO MAYFIELD WTER)
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THE FY 2015/2016 Capital Improvements Project Budget be amended by transferring and appropriating $47,800 from the unobligated fund balance in the Water Capital Project Fund (500592) into WO#01611203 (GSW IH20 to Mayfield WTER)
