Analysis

On May 18, 2017, we experienced a water break on the 36" water line on NE 5th St at Beltline Road.  The water break was apparently caused by corrosion.  This pipe is a type that requires a special repair process, which we do not have the in-house capability to perform.

 

Since lack of this connection impairs water and fire flow for the entire north part of the City, it was imperative that we restored the connection as soon as possible.

 

Local government code 252 allows for an exemption from the bid process for procurement necessary because of unforeseen damage to public machinery, equipment, or other property.  Due to critical nature of emergency, we requested and were approved to waive the normal bidding procedures and awarded contract to North Texas Contracting, Inc. in the amount of $188,251.35.

 

Financial Consideration

Funding in the total amount of $188,252 is available as follows:

 

1. $188,252 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01715003 (Repair 36" NE 5th Line).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2016/2017 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $188,252 FROM THE UNOBLIGATED FUND BALANCE IN THE WATER CAPITAL PROJECTS FUND (500592) TO WO #01715003 (REPAIR 36" NE 5TH SUPPLY LINE)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2016/2017 Capital Improvement Projects Budget be amended by transferring and appropriating $188,252 from the unobligated fund balance in the Water Capital Projects Fund (500592) to WO #01715003 (Repair 36" NE 5th Line).
