Analysis

This price agreement will include the purchase and installation of the Hach Ammonia Monochloramine Analyzers and Total Chlorine Analyzers at several water sites including Robinson Tower, Traders Tower, Peninsula Tower, Terminal Storage and Midlothian Flow Vault within the first year and the ongoing maintenance and purchase of testing kits and chemkey reagents for four renewal years thereafter.  $150,000 worth of funds was approved in the Fiscal Year 2019 Capital Outlay to cover the initial cost of the analyzer equipment for each water site.  The analyzers will monitor and maintain the proper chlorine to ammonia chemical ratios in the water supply system at each site in efforts to reduce free ammonia and eliminate the nitrification process.

 

Water Systems Operators will use testing meters and chemkey reagents - specific to the analyzers - to measure the levels of free ammonia, total chlorine, nitrites, free chlorine, and mono-chloramines in efforts to improve taste and reduce odor.  These analyzers and testing kits will help to regulate chemical balance and provide safe drinking water in accordance with the Safe Drinking Water Act (SDWA), Texas Commission on Environmental Quality (30 TAC Chapter 290), and the Environmental Protection Agency (EPA) Water Quality Standards.

 

Notice of bid #18138 was view by nineteen vendors. There were zero Grand Prairie vendors available for this commodity.  Two bids were received as shown on attachment A.

 

The low bid received from Hach Company meets specifications and is recommended for award. 

 

Financial Consideration

Funding for the price agreement for Ammonia Monochloramine Analyzers, Total Chlorine Analyzers, Test Kits and Accessories from Hach Company is available in FY 2018/2019 Water Wastewater Operating Fund, Water Distribution WDST (361211) for Other Equipment (68360); $70,000 in Water Distribution WDST (361211) for Chemical Supplies (60190). Funding for future fiscal years will be paid from Water Distribution WDST (361211) for Chemical Supplies (60190) in that year’s approved budgets.
