Analysis

The interior location of the aquatic chemical storage has caused corrosive damage to occur within the existing storage and adjacent electrical and pumping rooms.  Staff evaluated a series of designs and determined that an exterior pre-engineered semi-enclosed structure (roofed) would be the most feasible and economical approach to replacement.

 

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including TXMAS. 

 

The Texas Procurement and Support Services (TPASS) has established, as an alternative purchasing method, the use of Texas Multiple Award Schedule (TXMAS) contracts that have been developed from contracts awarded by the federal government or any other governmental entity of any state. Falkenberg Construction contract #TXMAS-18-5609 began 7/12/2018 and is set to expire 2/27/2020 with three additional one year renewals. 

 

The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now. Site Source Inc. BuyBoard contract #592-19 began 10/1/2019 and is set to expire 9/30/2022 with two additional one year renewals. 

 

Site Source has provided a Buyboard price quote for provision and delivery of the pre-engineered metal truss system and roofing materials in the amount of $35,415.00.  Falkenberg Construction provided a TXMAS price quote of $70,340.00 for demolition and construction of the new canopy. 

 

This item was presented to the Finance and Government Committee on October 15, 2019 for recommendation and approval.

 

Financial Consideration

Funding for a Contract with Falkenberg Construction, in an amount not to exceed $70,340, through TXMAS Cooperative Agreement; contract with Site Source, in the amount of $35,415, through BuyBoard; and include a 5% contingency in the amount of $5,288, for construction of the pre-engineered semi-enclosed structure at The Summit, for a total project cost of $111,043, is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Park Capital Projects Fund (317193) to WO #01917703 (Summit Chemical Storage Room).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2019/2020 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING  $111,043 FROM THE UNOBLIGATED FUND BALANCE IN THE PARK CAPITAL PROJECTS FUND (317193), WO #01917703 (SUMMIT CHEMICAL STORAGE ROOM)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT the FY 2019/2020 Capital Improvement Projects Budget be amended by transferring and appropriating $111,043 from the unobligated fund balance in the Park Capital Projects Fund (317193) to WO #01917703 (Summit Chemical Storage Room).
