KSA Engineers, Inc. was hired to design sidewalk, landscaping, and hardscaping improvements to the downtown area of the City, specifically the blocks on the North and south side of W. Main St. from Center St. to N. W. 2nd Street and the Southwest corner of Main Street and N.W. 2nd Street.
These projects include the removal and replacement of the concrete sidewalks, storm drain improvements, parking improvements which include changing the parking spaces from angled parking to parallel parking, and landscaping and irrigation improvements as part of the streetscaping. These improvements were split into two separate bid packages in order to minimize the impact on the downtown businesses and citizens.
A portion of this project was originally bid on November 25, 2013, and awarded to Macval Associates. However, due to numerous delays in starting construction, insufficient progress and inability to perform per plans and specification, Staff found it necessary to reach a mutual agreement with Macval Associates to dissolve their construction contract. All disturbed and unfinished work at the southwest corner of Center Street and Main Street was successfully completed by City personnel and its on-call contractors. The remaining uncompleted portions of the original contract was added to the current construction contract.
On June 23, 2015 the City of Grand Prairie advertised and received five competitive sealed proposals for this project as follows:
Cole Construction, Inc. Total Bid: $720,648.00
Green Scaping, Inc. Total Bid: $821,770.00
The Riverside Group, Inc. Total Bid: $830,749.35
Axis Contracting, Inc. Total Bid: $1,107,718.25
Hill & Wilkinson Total Bid: $1,184,584.85
Because of the history with the last contractor, this project was bid using the Competitive Sealed Proposals method, which allows the City to select a contractor based upon the best value point System for the City. The competitive sealed proposals were evaluated by a committee consisting of City engineering, Public works, Parks and Recreation Staff and the project consultant (KSA Engineers) in accordance with published selective criteria which included five categories as follows:
1. Bid proposal unit prices (40 Points)
2. Previous experience with coordination and construction of similar downtown projects (25 Points)
3. Experience & qualification of contractor's personnel (15 Points)
4. Proposed methodology & project schedule (15 Points)
5. Financial stability (5 Points)
The evaluation of the proposals by the committee determined that the proposal submitted by C. Green Scaping, L.P. offers the best value to the City of Grand Prairie. Staff and consultant (KSA Engineers) recommend that this project be awarded to C. Green Scaping, L.P. in the amount of $821,700.00 and 235 calendar days. The overall rankings are as follows:
1. Green Scaping, Inc. (817 Total Points Earned)
2. The Riverside Group, Inc. (726 Total Points Earned)
3. Hill & Wilkinson (609 Total Points Earned)
4. Axis Contracting, Inc. (554 Total Points Earned)
5. Cole Construction, Inc. (538 Total Points Earned)
This project is anticipated to begin in August 2015 with construction completion in March 2016.
Financial Consideration
The selected proposal from C. Greenscaping, Inc. is above the Engineer’s Estimate for this project by $71,770.00; however, their proposal represents the best value to the City for this particular project.
Since the work was consolidated into one project, we are requesting all funds into one work order number for accounting purposes.
Funding in the total amount of $912,463 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Street Capital Projects Fund (400192), WO #01406503 (Main St Sidewalk), detail ($821,770 in 68540 Construction; $8,515.50 in 68560 Eng/Con/Geo; $41,088.50 in 68540 Construction Contingency; $41,088.50 in 68999 Labor Distribution.)

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THEY FY 2014/2015 Capital Improvement Projects Budget be amended by transferring and appropriating $912,463 from the unobligated fund balance in the Street Capital Projects Fund (400192) WO #01406503 (Main Street Sidewalk)
