Analysis
As part of the FY 2019/2020 General Fund budget, Hazardous Risk pay was added to the Dive Team and Hazardous Material Team as part of Assignment Pay.
Financial Consideration
The Dive assignment pay and Hazardous Materials team pay is $75 per month and only assigned to those active on the team and meeting all of the physical and training requirements.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING ORDINANCE 9635-2013, AUTHORIZING ASSIGNMENT AND SPECIAL PAY FOR CERTAIN FIREFIGHTERS WHO PERFORM SPECIALIZED FUNCTIONS IN THE FIRE DEPARTMENT TO BECOME EFFECTIVE OCTOBER 16, 2019
WHEREAS, Section 143.042 of the Local Government Code authorizes assignment pay for firefighters who perform specialized functions in their department, in addition to their regular pay; and
WHEREAS, Section 143.043 of the Local Government Code authorizes Field Training Officer pay for firefighters who perform specialized functions in their department, in addition to their regular pay; and
WHEREAS, Section 143.044 of the Local Government Code authorizes certification, education, and fitness pay for firefighters who perform specialized functions in their department, in addition to their regular pay; and
WHEREAS, the City Council in the current budget year has appropriated funds for assignment pay, FTO pay, and Education/Certification pay;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. That assignment pay in the amount of $350.00 per month is hereby authorized for sworn fire staff assigned to the Training, EMS, or Fire Prevention Divisions performing a specialized function in the Fire Department, and such officers being assigned to this assignment by the Fire Chief. Personnel assigned to Fire Administration due to light or restricted duty may not receive this. In addition to this pay, Assignment Pay of $75 per month is authorized to those members of the Dive Team and Hazardous Material Team and assigned by the Fire Chief.
SECTION 2. That educational pay in the amount of $200.00 per month is hereby authorized for fire staff assigned to perform or instruct paramedic duties, each one performing a specialized function in the Fire Department, and authorized by the Fire Chief. Educational pay as Paramedic must include successfully holding a certification of EMT-Paramedic through the Texas Department of State Health Services.
SECTION 3. That Field Training Officer (FTO) pay in the amount of $40 per fire department shift for those assigned as Field Training Officers by the Fire Chief AND only during their active training of Grand Prairie Firefighter/Paramedic employees during the probationary period of that employee.
SECTION 4. That Certification pay for fire staff certified under the Texas Commission on Fire Protection (TCFP) in the amount of $60 per month for Intermediate Firefighter, $80 per month for Advanced Firefighter, and $100 per month for Master Firefighter as authorized and approved by the Fire Chief.
SECTION 5. That if any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof.
SECTION 6. That all ordinances or parts of ordinances in conflict with this ordinance are hereby repealed
SECTION 7. That this ordinance shall be in full force and effect from and after its passage and approval.
