Analysis

The property located at 2337 Doreen continues to be a nuisance to the community and based on Code Enforcement's building survey report the structural conditions internally and externally are below minimum building code standards.  Internally the building is dangerous and unsafe to occupy, vagrants have destroyed the internal walls, plumbing and electrical components.  The roof has several holes in it and most of the HVAC systems have been destroyed or removed.  Based on this assessment, the functionality of this building is damaged and deteriorated.

 

Additionally, numerous complaints have been made from neighboring businesses and it presents serious safety issues for children and families in the nearby duplexes and apartments to the west of this location.  Grand Prairie Police responds to ongoing criminal activities at this location and constant monitoring is required by staff to re-secure from break-in and fires.  This building has had multiple owners with no immediate plans to correct the building code deficiencies, secure or maintain property maintenance.  Code Enforcement has performed regular maintenance of mowing and securing damaged or broken windows and doors; charges have accumulated to the amount of $8,496.58 to date.  Multiple notification letters has been sent to the property owner with no response.  Multiple telephone call attempts have been made and with no response from the property owner.

 

Twenty bids for demolition and asbestos removal were sent out on RFB#12129 by the City Purchasing Department. Four (4) bids were received on September 4, 2012: Garrett Demolition, Inc. $107,050, JR's Demolition, Inc. $135,600, Lindamood Demolition, Inc. $162,100 and Midwest Wrecking Co & TX, Inc. $132,430.

 

During the Finance and Government meeting on September 4th 2012, the 2337 Doreen substandard property was presented and the committee concurred with funding the demolition.

 

City Staff has received a board order from the Building Advisory and Appeals Board to demolish this structure.

 

Financial Consideration

Funding for the Demolition and Asbestos Removal Contract with Garrett Demolition, Inc. in the amount of $107,050 and Professional Service Contract with Advanced Environmental Analysis Inc for Asbestos Monitoring Services in the amount of $20,000 for the demolition of 2337 Doreen Street in the total amount of $127,050 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Capital Reserve Fund (402590), WO #01309901-03 (2337 Doreen Demolition).

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING THE FY 2012/2013 CAPITAL IMPROVEMENT PROJECTS BUDGET BY TRANSFERRING AND APPROPRIATING $127,050 FROM THE UNOBLIGATED FUND BALANCE IN THE CAPITAL RESERVE FUND (402590), WO#01309901-03 (2337 DOREEN DEMOLITION)

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT THE FY 2012/2013 Capital Improvement Projects Budget be amended by transferring and appropriating $127,050 from the unobligated fund balance in the Capital Reserve Fund (402590), WO#01309901-03 (2337 Doreen Demolition).
