Analysis
In 2003 when TxDOT and NCTCOG elected to build SH 161 main lanes as toll lanes instead of free lanes, the City of Grand Prairie was requested to submit a list of projects for Federal funding. These projects became known as the “Near Neighbor” projects. At that time, the free frontage roads were to be continuous between IH 20 and Rock Island. However, during the design and environmental phase, it was determined that crossing the Trinity River with frontage roads would be costly and time consuming. Staff was contacted by TxDOT to develop some alternative plans. One such alternative was extending Wildlife Parkway to SH 161 across the Trinity River.
TxDOT appeared before the City Council at their June 6, 2006 meeting to inform the Council about the discontinuous frontage roads and offer several alternatives. The consensus of the Council was to widen and extend Wildlife Parkway to SH 161. Staff then prepared and submitted a letter at the September 21, 2006 Public Hearing supporting the tolling of SH 161 main lanes and requesting that the improvements to Wildlife Parkway be included as part of the record for the Environmental clearance process.
NCTCOG later funded the project for $20 million Federal and $5 million Local (City). Since that time, non-federalized Regional Toll Revenue (RTR) funds became available and Staff submitted a request which was approved by the Regional Transportation Council (RTC) to swap the Federal funds for RTR funds. That opened the door for Dallas County to act as Lead Agency for the Wildlife Parkway project and contribute one half of the $5 million Local share ($2.5 million each agency).
Dallas County formally began the design and environmental clearance for Wildlife Parkway because they received $2 million RTR funds. At that time, they requested by Resolution that the City commit to funding our share of $2.5 million but only obligate $250,000 at this time for our match of the $2 million that they have received from the State. Dallas County expects to receive the remaining $18 million in 2017 at which time they will submit an Amendment to the City to execute for the remaining $2.25 million.
On April 1, 2014, the City Council approved a resolution (14-3528) authorizing a Project Specific Agreement with Dallas County for the widening and extension of Wildlife Pkwy between Beltline Road and SH 161 in the amount of $250,000 with a future amendment obligating the City for $2,250,000.
Recently, Dallas County submitted the first amendment to the improvement program project specific agreement to the master agreement governing major capital transportation improvements projects for the Wildlife project. The total project cost has increased to $32 million ($20 million Federal and $12 million Local ($6 million-Dallas County; $6 million- City of Grand Prairie)). Construction: $27,713,420; In House Project Delivery (IHPD) $600,000; Consultant Design $2,740,000; ROW Acquisitions $1,580,000
Dallas County is requesting the City to agree to encumber an amount adequate for total estimated projects costs as determined prior to the commencement of each Project milestone as determined by County within 30 days of notification by County.
Staff currently budgeted $1.25 million for the FY 2016/2017 year. Staff is recommending future funding in FY 2017/2018 in the amount of $2 million; FY 2018/2019 in the amount of $2 million and $500,000 in the FY 2019/2020 budget process.
To date Dallas County has been reimbursed $235,079.52 by the City of Grand Prairie on the Wildlife Pkwy project. Contract C14161

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO INTER INTO AN AMENDMENT FOR THE PROJECT SPECIFIC AGREEMENT WITH DALLAS COUNTY FOR THE WIDENING AND EXTENSION OF WILDLIFE PKWY BETWEEN BELT LINE ROAD AND SH 161
WHEREAS, Dallas County has requested that it be designated as the LEAD AGENCY for the project and will provide the Project Manager; and
WHEREAS, The County has entered into an Advance Funding Agreement (AFA) with the State of Texas by and through the Texas Department of Transportation (TxDOT) to provide funding in the amended amount of $2,000,000 for the design of the Wildlife Parkway Project; and
WHEREAS, Chapter 791 of the Texas Government Code and Texas Transportation Code Section 472.001 provides authorization for local governments to contract with each other for the performance of governmental functions and services, as well as joint funding of road construction or improvements of road and street projects; and
WHEREAS, Grand Prairie will be responsible for the amended amount of $6,000,000 of the $32,000,000 estimated revised cost; and
WHEREAS, by approval of this resolution, Grand Prairie will be responsible for $250,000 for design of Wildlife Pkwy with the current amendment obligating Grand Prairie for the remaining $5,750,000.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager is hereby authorized to enter into an amendment agreement with Dallas County for the widening and extension of Wildlife Pkwy between Belt Line
