On February 3, 2009, City Council purchased a 2.654 acre tract of land at the intersection of Grand Peninsula Drive and Balboa for future construction of a new Fire Station 10.  With continued growth and additional service demands in the lake peninsula sector of the City, Council commissioned Komatsu Architecture to begin design of the new Fire Station 10 on December 10, 2013.  While the exterior facade will portray more of a nautical theme at Fire Station 10 due to its location, the foot-print of the facility would closely follow that of the Fire Station 1 facility that was under construction at the time.
 
With the plans nearing a point of completion, an RFP #15046 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than 1/15/15.  Seven General Contractors responded to the RFP.  The selection committee reviewed all of the proposals and ultimately narrowed the field of seven down to a list of three finalists, CORE Construction, Pete Durant & Associates, and Pogue Construction, for interview purposes.  On 1/22/15, interviews were conducted with all three firms.  After grading of the candidates by the individual committee members and further full committee deliberations, Pogue Construction received the committee's highest grade and is being recommended to Council for CMR contract award.
 
While the committee felt it had three outstanding firms to choose from, Pogue's solid experience in fire station construction, including their recent completion of Fire Station No. 1 for the City of Grand Prairie, was a significant factor weighing in their favor, along with their competitive proposal numbers.  The committee came away with the sense that Pogue's successful experience on a facility already completed that is virtually the same footprint as FS 10 and their utilization of the same construction team that completed the FS 1 project would result in a significant advantage to the City.
 
The initial contract award shall be comprised as bid by Pogue of: (1) a $226,659 for field and office staff; (2) a $96,294 cost for general conditions; and (3) a $157,500 construction services fee that is based on a 3.5% fee applied to an estimated $4.5Mil guaranteed maximum price (GMP) which will ultimately be confirmed and brought before Council for final GMP award and approval.
 
Should Council approve Pogue for CMR contact award as recommended, City staff will move forward promptly with them on initial contract execution.  Unlike the FS 1 project, the plans for FS 10 are essentially complete and Pogue will not be providing pre-construction services as they did on the FS 1 project.  However, Pogue promptly will commence preparations to line up their subcontractors for project bidding purposes that will ultimately result in development of the project GMP. The final GMP will be presented to Council for consideration and approval as an amendment to the initial contract at a later date.
 
Financial Consideration
Funding in the amount of $480,453 is available in Fire Capital Projects Fund (400591) WO #01400603 (Station 10).
