Analysis
On February 13, 2014, the Regional Transportation Council (RTC) approved approximately $28 million in federal funds for a program called Transportation Alternatives Program (TAP). This funding is to help pay for transportation projects other than building roads. A Call for Projects was issued with a deadline date of May 30, 2014. One of the areas that this funding can be used for is to construct sidewalks designated as “Safe Routes to School”. The Safe Routes to School program identifies and provides sidewalks along the path that children and students could safely use to walk to and from school.
The City of Grand Prairie and the Grand Prairie Independent School District jointly submitted four (4) sidewalk segments in this Call for Projects with The City of Grand Prairie agreeing to be the public sponsor and point of contact for these projects. The Grand Prairie City Council passed resolution #4695-2014 on May 20, 2014 in support of submitting these projects for consideration in the Call for Projects. The three (3) sidewalk segments listed below are moving forward at this time:
1. Matthew Rd. - east side from Alspaugh Ln. to Clark Trl.
2. Crestbrook Ln. - east side from Grenoble Dr. to Stonewall Dr., and
Stonewall Dr. - north side from Crestbrook Ln. to Ferndale Ln.
3. Beatty Dr. - northeast side from Woodacre Dr. to Brian Dr.
These segments of sidewalk were included in this Call for Projects because for various reasons (obstructions, slopes, retaining walls, utilities, etc) they are more expensive to build than a typical sidewalk. Therefore, they have not been built and leave an incomplete path to school.
These projects were selected in the Call for Projects to receive federal funds. Whenever federal funds are used for construction of a project the Texas Department of Transportation (TxDOT) has to oversee the project. In order for TxDOT to oversee the project, they require that the parties execute a Local Project Advance Funding Agreement (LPAFA) to provide guidelines on specific projects. The action being requested is to pass a resolution to allow the City Manager to execute the LPAFA with TxDOT for the listed projects.
Financial Consideration
Funding in the amount of $339,725 for the construction, of which 80% will be reimbursed with Federal funds, and 20% will be reimbursed with Transportation Development Credits (TDC), is available by approving an ordinance, on a separate agenda item, transferring from the unobligated fund balance in the Street Capital Projects Fund (400192) to Grant Capital Projects Fund (300596) WO #11516013 (Safe Routes to School Sidewalks) 68540 (Construction).

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A LOCAL PROJECT ADVANCE FUNDING AGREEMENT (LPAFA) WITH THE TEXAS DEPARTMENT OF TRANSPORTATION (TxDOT) TO CONSTRUCT THREE (3) "SAFE ROUTES TO SCHOOL" SIDEWALK SEGMENTS THAT WERE SUBMITTED AND APPROVED FOR CONSTRUCTION UNDER THE 2014 TRANSPORTATION ALTERNATIVES PROGRAM (TAP) CALL FOR PROJECTS
Whereas, the Regional Transportation Council (RTC), comprised primarily of local elected officials, is the regional policy board associated with the North Central Texas Council of Governments (NCTCOG) and the regional forum for cooperative decisions of transportation; and
Whereas, the RTC approved approximately $28 million for the TAP Call for Projects on February 13, 2014; and
Whereas, the City of Grand Prairie and the Grand Prairie Independent School District co-submitted four (4) "Safe Routes to School" projects to the NCTCOG to include in the TAP prior to the May 30, 2014 deadline; and
Whereas, the City of Grand Prairie City Council passed Resolution Number 4695-2014 on May 20, 2014 in support of submitting four (4) Safe Routes to School projects for consideration in the 2014 TAP Projects, in which the City agreed to serve as the public sponsor and lead project contact on these projects; and
Whereas, the NCTCOG selected three (3) projects submitted by the City of Grand Prairie and the Grand Prairie Independent School District in the 2014 TAP Call for Projects; and
Whereas, projects selected under this program must have oversight by the TxDOT, which requires a LPAFA between the parties to provide guidelines on specific projects;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
Section 1. The City Manager is authorized to execute a LPAFA with the TxDOT on behalf of the City of Grand Prairie.
Section 2. The projects included in the LPAFA include the following locations:
1. Matthew Rd. - east side from Alspaugh Ln. to Clark Trl.
2. Crestbrook Ln. - east side from Grenoble Dr. to Stonewall Dr., and
Stonewall Dr. - north side from Crestbrook Ln. to Ferndale Ln.
3. Beatty Dr. - northeast side from Woodacre Dr. to Brian Dr.
Section 3. The City Manager is authorized to execute contract agreements on behalf of the City of Grand Prairie with the TxDOT for aid in the financing construction projects.
Section 4. The City of Grand Prairie will serve as the public sponsor and lead project contact on these projects. The City of Grand Prairie agrees to designate a single point of contact for the projects.
Section 5. The City of Grand Prairie understands and acknowledges that all awarded funding is provided on a reimbursement basis.
Section 6. These projects will provide much needed sidewalks for individuals, including children and students to walk safely to and from school.
