Analysis
On August 16, 2016 (16-5928) City Council approved a professional engineering contract with Freese and Nichols, Inc. (FNI) for services relating to landfill levee remediation services in the amount of $60,621. The contract was to evaluate data and recommendations already in existence and to recommend a design that will bring the levee back to it's original form and function while minimizing future damage.
The project is being accomplished in a phased approach as follows:
-Phase 1: Alternative Analysis
-Phase II: Plans, specifications, and construction management of selected remediation determined from Phase I
Change Order/Amendment No. 1 for $47,195 approved by the City on December 28, 2016 evaluated the condition of two equalization pipes that were placed beneath the Landfill River Levee built by the US Army Corps of Engineers in 1987. The two separate pipes connect the water within the Trinity River to the oxbow river channel that was separated from the main river channel by construction of the levee. As a portion of that effort, it was necessary to ascertain the condition of the two equalization pipes. The City has requested that FNI perform a pipe condition assessment during Phase 1 instead of later during the subsequent design phase so that this information was available for development of opinion of probable construction cost during the Alternative Analysis.
The current Change Order/Amendment No. 2 for $20,000 includes the services of ACE Pipe Cleaning Inc. (ACE), as a subcontractor to FNI, to perform the needed pipe cleaning and inspection services, as well as FNI’s coordination for the pipe assessment process, evaluation of results, and sub-consultant management. The City of Grand Prairie and FNI are to work collaboratively to perform the pipe video condition assessment.
The City then requested that the specialty plugging, subsequent camera work, and pipe assessment be performed by FNI, who has selected ACE Pipe Cleaning as the specialty contractor. Since the pipes are connected to the river, the pipes are typically either fully or partially submerged. It is therefore necessary for the pipes to be plugged on the river ends and the pipes cleaned to remove silt or debris prior to the camera assessment.
The City will prepare the 4 pipe ends for pipe plugging (2 river ends) and/or expose the land side ends for camera/cleaning access prior to ACE Pipe Cleaning arrival at the site. The City will then coordinate with FNI and ACE to pump the water from the land side pipe entrance after the pipe ends at the river have been sealed. This coordination requires a relatively low flow in the Trinity River to allow access so the pipe can be adequately plugged. The actual pipe plugging and video will therefore need to occur at a period when the Trinity River has a relatively low flow. This coordinated approach has been determined to be a cost-effective manner for performing the pipe condition assessment since both the City and the contractor will provide services that they are equipped to perform without incurring extra specialty services. The deliverable for the pipe video is the recorded video produced by ACE Pipe Cleaning. The results of the video will be incorporated into the Alternative Analysis Phase 2 of this contract.
Financial Consideration
State statutes require City Council approval of a change order when the cumulative cost of this change orders exceeds $50,000. (Change Order No.1 $47,195; Change Order No. 2 $20,000 total: $67,195) With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $50,000 without additional Council approval.
Funding for the professional services change order/amendment No. 2 the amount of $20,000 is available in the Solid Waste Fund (502792) WO #01508703 (Landfill Levee).
