Analysis
The Parks, Arts, and Recreation Department is responsible for the upkeep and maintenance of various tracts of land owned by the Bureau of Land Management and leased to the City; the area of land leased to the city is commonly referred to as the Clear Zone. The City, through the Parks, Arts, and Recreation Department, has provided both a Rugby Field and a Cricket Field at the Clear Zone property for the past 10 years. This property is surrounded by 6’ chainlink fence that is old and dilapidated and the playable surface has become uneven due to the clay soils and intermittent rainfall.
MasterTurf Products and Service, Inc will remove existing weeds/spoils, import topsoil as needed, install design/built irrigation systems and professionally laser grade surface areas to the fields used for Rugby and Cricket.
Once this portion of the Clear Zone project is completed, staff will solicit bids for the perimeter fence replacement; this bid award will be submitted for council approval at a later date this fiscal year.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.
The BuyBoard is able to save money by pooling the impressive purchasing power of their members, which include hundreds of school districts, municipalities, counties, other local governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.
Financial Consideration
Funding for a construction contract with MasterTurf Products and Service for the Clear Zone property in the amount of $385,774 is available in the Park Capital Projects Fund (317193), WO #01904303 (Clear Zone Fencing)
