The North Central Texas Fusion Center (NCTFC) project was initiated in response to the increased need for timely information sharing and exchange of crime-related information among members of the law enforcement and emergency management community to enhance cross-jurisdictional and multi-disciplinary prediction, prevention, protection, response, and mitigation capabilities for all hazards facing the North Central Texas region.  The NCTFC seeks to facilitate regional data and intelligence sharing to achieve its core mission:  "Provide the right information to the right person at the right time while protecting the individual privacy and civil rights of all citizens."
 
One component of the NCTFC focuses on the development and exchange of criminal intelligence whereby information is collected, integrated, evaluated, analyzed and disseminated.
 
The NCTFC consists of analyst personnel and hosts Federal, State, and local officials and operational stakeholders, which include regional law enforcement, public health, emergency management and fire and rescue agencies. Other supporting and benefiting stakeholders include city and county administration, academia, State and Federal agencies, elected officials and critical infrastructure owners and operators. The NCTFC also communicates with many State and Federal organizations, including the Texas Fusion Center, Department of Homeland Security, Center for Disease Control, Dallas High Intensity Drug Trafficking Area Center and the Federal Bureau of Investigation.
 
The Texas State Legislature has authorized the formulation of interlocal cooperating agreements between and among governmental entities.  This interlocal contract is made under the authority granted by and pursuant to Chapter 791 of the Texas Government Code, which authorizes the City of Grand Prairie and Collin County to enter into this agreement for purposes of achieving mutual governmental functions.  The City of Grand Prairie and Collin County desire to share Law Enforcement data between each other, specifically law enforcement data  (including but not be limited to records management systems, computer aided dispatch systems, arrest records, gang records, offense reports) utilizing the web-based North Central Texas Fusion System.
 
The Public Safety, Health and Environmental Committee reviewed this item on October 3, 2012 and recommended it be forwarded to the City Council.
