SUMMARY:

S180402 -Site Plan -AAA Cooper Transportation (City Council District 1).  A request to authorize a 24,000 sq. ft. building expansion to the existing Warehouse Transfer & Storage Terminal. The proposed 60-door terminal expansion to the site consists of additional employee and trailer parking located primarily on the western portion of the site. The 32.41 acre lot (Stellar Way Addition, Block 3, Lot 1; Grand Prairie, Dallas County, Texas) addressed at W. Trinity Boulevard; approximately 1,500 feet east of State Highway 161.  The property is zoned Planned Development 221 (PD-221) District and is within the State Highway 161 (SH-161) Overlay Corridor District.  The property is located in City Council District 1, represented by Councilman Jorja Clemson.

 

BACKGROUND:

 

Zoning on the property was established in February 1997 when the City Council adopted an ordinance creating Planned Development 221 on approximately 375 acres in the Trinity Boulevard corridor. The underlying zoning allows for Light Industrial uses subject to general design regulations, and limiting certain uses. AAA Cooper Trucking, the current applicant received site plan and plat approval for the 84,000 sq. ft. facility on 32.41 acres in October, 1997.  AAA Cooper applied for subsequent building permit and received a Certificate of Occupancy the following year September 1998 and has been operating since, with only minor modifications to the site.

PURPOSE OF REQUEST:                     

 

The purpose for this request is to revise the site to accommodate a 23,205 sq. ft. building expansion, providing 60 additional dock doors, additional truck/trailer storage parking and additional employee parking. This proposed building expansion will extend the western portion of the existing facility. The proposed improvements include 55 employee parking spaces located towards the front entry near Trinity Boulevard, and approximately 85 truck & trailer parking spaces to be located towards the westernmost section of the property. The improvements will include reconfiguration of fire lanes and drive ways to accommodate the development.

 

BULDING CHARECTERISTICS & EXTERIOR ELEVATIONS:

 

The 23,205 sq.ft, single-story (14’8”), expansion is 331’ in length and 70’ in width. The expansion provides 54 additional dock spaces with parking (22’ width X 65’ length) on the northern and southern doors.  The exterior construction material will be stucco-faced metal wall panels on the northern, southern, eastern and western portions of the expansion, with CMU and/or concrete panels provided for the exterior frame elements. Due to the continuous nature of operations at the facility, no dock doors will be provided on the addition.

 

LANDSCAPING:

 

The site complies with Unified Development Code (UDC), Article 8; Planned Development-221 (PD-221) and the State Highway Overlay Corridor (SH-161) district; the 32.4 acre site exceeds minimum landscaping requirements.

                     Light Industrial uses shall provide minimum of 4% landscaping per site. 12.7% provided.

                     The site complies with and in some instances exceeds the required 30’ landscape edge.

                     The development requires 36 street trees, 39 street trees provided.

                     The development requires 14 parking lot trees, 18 parking lot trees provided.

                     Combination of berms, shrubs and trees will screen the dock area from the public view.

 

CONFORMANCE WITH COMPREHENSIVE PLAN:

 

The Future Land Use Map (FLUM) of the 2010 Comprehensive Plan shows this area as appropriate for Light Industrial (LI) uses. This proposed expansion is consistent with adopted Comprehensive Plan Objective 17: Policy 4 as it relates to the appropriate locations for industrial uses and recognizes and promotes economic developments goals. As an expansion of an existing industiral operation, this use is consistent with the FLUM designation.

 

REQUESTED APPEALS BY APPLICANT:

 

No appeals are being requested by the applicant. The building’s expansion shall be compatible with and consistent with the original design.

 

RECOMMENDATION:

 

The DRC recommends approval of the revised site plan as presented.

 

At its April 2, 2018 meeting, the Planning and Zoning Commission voted 9-0 to recommend approval as presented.
