Title: One-year price agreement with Maxim Health Systems as a supplier of biometric screenings for $38/person screened for an estimated annual amount of $45,600, with four additional one-year renewal options at the same guaranteed rate for each renewal year. This accounts for a total estimated contract value over the five years of $228,000. The City Manager may authorize the renewal options annually so long as the aggregate price fluctuations are the lesser of up to $50,000 or 25%, in total, of the original contract rate and such costs are appropriated and approved annually in the budget by City Council to satisfy the City’s obligation during the renewal terms.

Analysis

Biometric Screenings are an important component of a comprehensive wellness program. For employers, biometric screenings provide important baseline data to shape the direction of their wellness program and to identify the health risks for the population of employees.  This data can help Human Resources identify programming, campaigns, and educational awareness/events to help reduce those risks and improve quality of life opportunities for employees through the wellness program. For employees, these screenings provide information that may help identify current and potential medical issues for which they may not have been aware and which may need medical intervention or improvement of health to prevent against future problems in those areas

 

These screenings typically include the following:

                     Blood Glucose

                     Blood Pressure

                     Body Composition (height, weights, BMI, body fat, and waist circumference)

                     Lipid Profiles (HDL, LDL, Triglycerides, and Total Cholesterol)

 

Bids were opened on Monday, May 12, 2014, for a one-year price agreement with the option to renew for four additional one-year periods from screening companies to provide biometric screenings for City of Grand Prairie benefit plan eligible employees and their spouses one time per year. Notice of bid #14100 was view by 16 vendors; there were no Grand Prairie vendors available for this commodity.  Nine bids were received as shown on the attachment - "Biometric Screening RFP Analysis."

 

Each proposer was ranked on three factors through weighted percentages:

1.                     Services Offered (scale of 1-5)-40% 

2.                     Pricing/Fees (scale of 1-5)-40% 

3.                     References (scale of 1-4)-20%

 

Evaluations were performed by the Wellness/Benefits team in Human Resources and Holmes Murphy, the City’s benefits consultant. The evaluation committee used a point formula to score each response. Based on the review, the evaluation committee recommends the bid award be granted to Maxim Health Systems based on best value criteria due to specifications including reputation, quality of service, price, past relationship with prior customers and municipalities, and other relevant criteria as listed in the specification.

 

Financial Consideration

Funds are currently available in the FY 2013/2014 budget in the Employee Insurance Fund (213010-61275) for Wellness Programming and will be charged accordingly. Funding for future fiscal years will be paid from that year’s approved Employee Insurance Fund budget in the same line item.
