Analysis
On March 3, 2015 the City Council awarded a professional Engineering contract with Freese and Nichols, Inc. (15-4311) for engineering design of adequate roadway, storm drainage, and water and wastewater systems of Ragland Road, Day Miar and Connector roads east of SH 360 in the amount of $831,000 and 5% contingency of $41,550 for a total amount of $872,550. The property located at Ragland Road and S.H. 360 was identified as a site that may be favorable to retail development if water, sewer and sufficient access are provided into the area. Staff analyzed the property and determined that the existing narrow asphalt and gravel roadways are insufficient roads to provide for favorable development. Additionally, the area has no wastewater service and water service is inadequate.
The current Change Order/Amendment No. 3 in the net negative amount of ($14,285) provides for Added services in the amount of $78,115 and Deleted services in the negative amount of ($92,400) for a total cumulative amount of $170,515 and a net negative amount of ($14,285) as follows:
Added services in the amount of $78,115 provide for Engineering Design modifications of typical Roadway sections for Ragland Road east of Day Miar Road; post construction services related to Day Miar Sewer line settlement and resolution; Geotechnical analysis and reporting; and additional coordination with Developer’s Engineer for Prairie Waters roadway connection to Day Miar Road, and;
Deleted services in the negative amount of ($92,400) provide for Meter station Design at TRA line in Loyd Park, Meter vault Power supply to the meter station and Connector road preliminary design. The connector Road. is now called Prairie Waters Drive and was designed and built as part of the Southgate Development.
Change Order/Amendment No. 1 in the amount of $18,357 was approved by the City on August 1, 2016 allowing master planning of wastewater lines for the Loyd Park campsites, geotechnical design for pavement and walls, and subsurface utility engineering.
Change Order/Amendment No. 2 was a time extension only until December 31, 2018.
This project is scheduled for design completion in spring of 2019.
Financial Consideration
No funding is required for this Change order/Amendment No. 3 in the negative amount of ($14,285). Contract funding is from Streets Capital Projects Fund (400192) WO# 01506703 (Ragland Rehab).
