Analysis

This contract will be utilized for the Police Department to purchase of uniforms, accessories, and duty gear on an as needed basis.  The Police Department has recently faced several customer service and work quality issues with its current uniform vendor, Galls, Inc.  After numerous attempts to resolve these issues were not successful, the Department sought a new vendor.  The Department has selected "Got You Covered Workwear & Uniforms."  This vendor is also utilized by the Fort Worth and Arlington Police Departments, as well as many other reputable law enforcement agencies.  Staff feels that the inventory and staffing levels of this vendor will provide a higher level of service to the Department.  "Got You Covered Workwear & Uniform's" pricing has been determined to be lower than Galls, Inc.'s on many items, and therefore will save the Department several thousand dollars per year.

State purchasing laws, Government Code, Chapter 271.102 authorize local governments to enter into joint contacts and cooperative agreements for the performance of governmental functions normally associated with the operation of government such as purchasing necessary materials and supplies.

The City approved a Master Interlocal agreement with the City of Fort Worth whereby the City could make use of all of that entities agreement(s).  This communication is to notify the Council that staff would like to make use of this particular agreement and enter into an annual contract with "Got You Covered Workwear & Uniforms" for the Police Department uniforms, accessories, and duty gear for the initial twelve (12) month term and any/all of the one optional one-year renewal as executed by the City of Fort Worth.  The estimated annual expenditure will be $200.000.

The City of Fort Worth contract #17-068 began May 9, 2017 and will expire May 9, 2022.

Financial Consideration

Funding for the price agreement for uniforms, accessories and duty gear from  "Got You Covered Workwear & Uniforms" is available in the FY 2019/2020 General Fund, Police Department and Crime Tax Fund budgets, and will be charged accordingly on orders through the end of the current fiscal year.  Funding for future fiscal years will be paid from that year's approved budgets.
