Analysis
The city's ambulances are equipped with a power load system in each of the ambulances, retrofitting each ambulance was completed several years ago. This system assists the medics in lifting the patient to load/unload into/from the ambulance alleviating the need for the medic to physically lift the cot and patient. The Power Pro Cots only conform to the Power-Load system. The Fire Department has two (2) cots in need of replacement and four (4) cots to be purchased for the FY18 Replacement Ambulances that are included on council agenda item 17-7234. The total cost that includes making the units compatible with the existing Power-Load systems is $109,637.28. A discount of $6,000 has been applied by the vendor and is included in the total cost.
Stryker is a sole-source vendor for the Power Pro Cot and Power-Load system. Stryker holds IEC 60601-1 and IEC 60601-1-2 certifications indicating that the Power Pro conforms to industry standards for mechanical, electrical safety for medical electrical devices and electromagnetic compatibility and immunity. The system is rated to withstand powerful water jets which is imperative to the sanitation process between patients. Several years ago all ambulances were retrofitted with Power-load systems, two of the original units are worn and need replacement, the remaining four are being purchased in conjunction with the replacement the replacement of four ambulances.
Financial Consideration
Funding for the purchase of six (6) replacement Power Pro Cots of $109,638 is available as follows:
1. $73,092 in the Fire Capital Projects Fund (400591), WO #01800903 (FY18 Ambulance Replacement) 68300 (other machinery & equipment)
2. $36,546 in the Fire Capital Projects Fund (400591), WO #01800703 (Replacement Power Pro Cots) 68300 (other machinery & equipment)
