Analysis
On September 14, 2018 the City approved an initial architectural design contract with Merriman Anderson Architects (Purchase Order 338360) in the amount of $45,975. On December 11, 2018 the City Council then approved an additional architectural design contract with Merriman Anderson Architects (18-8498) for further design services for EpicCentral in the amount of $650,000.
With the design process soon to reach a point of needing important cost estimation and constructability review, an RFP #19142 solicitation was advertised by the City in accordance with State law with respondents to the RFP required to submit their proposals no later than August 15, 2019. Notice of RFP #19142 was advertised in the Star Telegram, bidsync.com and directly with 136 vendors. There were five (5) Grand Prairie vendors available and invited to bid with none responding. Thirteen (13) Construction Managers responded to the RFP with their proposals as shown in attachment A to this document. The selection committee reviewed all of the proposals and ultimately narrowed the field of thirteen (13) down to a list of five (5) finalists, JE Dunn, Manhattan, Ridgemont, Hill & Wilkinson and Pogue, for interview purposes. On August 21, 2019, interviews were conducted with all five (5) firms. After committee deliberations and final scoring based on the cumulative RFP criteria, Hill & Wilkinson General Contractors received the committee’s highest point total and are being recommended to Council for the EpicCentral pre-construction CMAR contract award.
While the committee felt it had five outstanding firms to choose from, Hill & Wilkinson’s competitive pricing, team of senior staff proposed for the project, project experience and distinctive team chemistry amongst themselves and with the City were factors weighing in their favor. Above and beyond the previously noted factors leading to the selection of Hill & Wilkinson, H&W also noted their commitment to Grand Prairie in that they have had over $30 million in expenditures with Grand Prairie businesses in just the last five years. This cumulative amount included numerous projects not even city-related or located within the boundaries of Grand Prairie.
For all of the above reasons, the selection committee recommends Hill & Wilkinson General Contractors for the EpicCentral (City Phase) pre-construction CMAR contract award.
The Construction Manager at Risk pre-construction services involves development of conceptual project estimates, preliminary construction schedule, value engineering considerations and constructability review during the Design Phase.
Pending determination of a final project construction cost within the planned overall budget, a subsequent contract award shall be comprised of H&W estimated field and office staff ($430,860), approximate General Conditions ($721,522) and a construction services profit amount based on a 1.95% fee applied to the final construction cost. A guaranteed maximum price (GMP) will ultimately be confirmed and brought before City Council for final overall project cost award and approval.
Should City Council approve Hill & Wilkinson General Contractors for CMAR contract award as recommended, City staff will begin working with Hill & Wilkinson and Merriman Anderson Architects on finalizing design and begin the process of obtaining CMAR bids from Subcontractors. Once available, the final GMP will then be presented to City Council for consideration and approval as an amendment to the initial contract.
