Analysis
Based on ongoing structural challenges associated with the City Hall Annex (Human Resources) building, along with the ever-growing needs of the City of Grand Prairie with widespread development and attraction to the community increasing, the need for improved downtown campus facilities has become critical. In addition, the City’s focus on revitalization of Main Street and continued success of nationally recognized attractions and festivals such as the Farmer’s Market and Main Street Fest push the need to continue to improve the strong fabric of what downtown Grand Prairie has to offer. It is the elevation of the downtown fabric that will aid and support further development of a community reflective of the exciting advancements taking place across its extents.
With the above being considered, City Council approved pursuing a new City of Grand Prairie downtown civic campus master plan, including the architectural connection of City Hall with the Development Center, as a part of the FY 2018 budget. Included in the budget breakdown was funding for preparation of design and construction documents that would outline the project via a three-phase approach as presented to City Council.
Because the senior designer directly responsible for the successful work associated with the previous Main Street upgrades and renovations is the Director of Design with Rouch Architects, Rouch Architects was asked to assist with initial conceptual design thoughts. Based on the very exciting campus concepts created, along with their proven experience and past successful performance on other iconic projects for the City of Grand Prairie, Rouch was then requested to provide a complete design services fee proposal for the campus master plan work for consideration and recommendation to City Council.
Rouch Architects has submitted a fee proposal in the amount of $1,788,245 that provides for existing conditions site surveying, furnishing selection and specification, and full design and construction administrative services through project construction, including all necessary design consultants. In addition to the fee proposal provided by Rouch Architects, staff is recommending a 5% design contingency in the amount of $89,412, resulting in a total request of $1,877,657.
