Analysis
The Census Bureau is mandated by the U.S. Constitution to take a census every ten years. For Census 2020, the Census Bureau is offering local governments the opportunity to participate in a number of programs and activities that will contribute to a more accurate count. The Complete Count Committee program is a cooperative effort between governments and the Census Bureau to incorporate local knowledge, expertise, influence and resources to enhance efforts in data collection, recruiting and promotional activities. The creation and use of a Complete Count Committee by local governments is a major vehicle for planning and implementing a locally-based promotion to publicize the importance of Census 2020.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, CREATING A CENSUS 2020 COMPLETE COUNT COMMITTEE TO PLAN AND CONDUCT LOCAL EDUCATIONAL ACTIVITIES, PUBLICITY AND PROMOTIONAL ACTIVITIES TO INCREASE COMMUNITY AWARENESS AND PARTICIPATION IN CENSUS 2020
Whereas, April 1, 2020 is Census Day for the United States of American pursuant to Article 1, Section 2 of the U.S. Constitution; and
Whereas, an accurate census is essential for the allocation of representatives with the legislative bodies of the U.S. House of Representatives, the Texas State Legislature and with the City of Grand Prairie's city council districts and county voting precincts; and
Whereas, correct apportionment of Federal dollars for health, education, transportation, child and elder care, emergency preparation and response, public and social support programs of all kinds depends on complete and accurate age, population and other ethnic and demographic information gathered every ten years; and
Whereas, accurate census information is critical to planning for future growth, development and social needs of the City of Grand Prairie; and
Whereas, the City of Grand Prairie has experienced phenomenal growth over the last ten years;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
The Grand Prairie City Council does hereby desire to create the Census 2020 Complete Count Committee for the purpose of planning and conducting local initiatives and promotional activities to increase community participation in the 2020 Census.
Census 2020 Complete Count Committee Guidelines are as follows:
Section 1. There is hereby created the Grand Prairie Census 2020 Complete County Committee, hereinafter referred to as the "Complete Count Committee." The Complete County Committee shall be appointed by the Mayor and shall include representatives from the following groups: business, religious groups, education, community organizations, media and minority groups;
Section 2. The Committee chairperson and committee members shall be appointed to serve for a term to continue through June 2020. For cause stated in writing, the Mayor may remove a member of the Complete County Committee.
Section 3. The Complete Count Committee shall be a working committee charged with the responsibility of planning and conducting local educational initiatives, as well as publicity and promotional activities to increase community participation in the Census. Activities may include: a) creation, printing and distribution of posters, flyers, handouts and printed material for use by the media and others; b) preparation of materials for public service announcements on radio and television; c) speaking at public forums and meetings, fraternal organizations, business organizations and schools for the purpose of promoting and informing people of the census.
Section 4. The City of Grand Prairie's Planning Department and other city departments shall provide support staff as resources allow.
