Analysis
This project provides for the construction of 4,743 linear feet of 4-lane divided thoroughfare in MacArthur Blvd from IH-30 to north of the West fork of Trinity River to connect to the existing concrete roadway. The project also includes the construction of Two - 700 linear feet bridges over the Trinity River; 555 linear feet of 37'- wide new concrete roadway to the Land fill Road; construction of approximately 1400 linear feet of bypass channel across the existing Trinity River ox-bow to the west of MacArthur Blvd. to improve channel hydraulics and mitigate for the approximate 4 feet embankment fill required for the roadway.
This project provides for the installation of 31,200 square yards of 12" reinforced concrete pavement, 4,280 linear feet of various sizes storm sewer pipe, two- Tx54 concrete beam bridges (700 linear feet); 189,000 cubic yards of channel excavation, retaining walls and railings, street lighting and two traffic signals located at the Landfill Road and at the main Hanson Driveway intersections with MacArthur Blvd.
Upon completion, this project will improve traffic movement in the area, provide a smooth riding surface and improve drainage conditions as the proposed roadway will be raised an average of 4 feet.
On Tuesday February 17, 2015 the City of Grand Prairie advertised and received five (5) bids for this project as follows:

Based on the consultant's recommendation, the base bid in the amount of $14,707,420.34 only is to be awarded to Austin Bridge and Road LP. The alternate bid was for an alternate subgrade flex-base material. The base bid includes for the subgrade to be treated with cement, which provides a sub-base comparative to the flex base alternative at less cost to the City.
Construction of this project is scheduled to begin in June 2015 with completion anticipated in January 2018. The project allows for two lanes to be maintained during the construction provide to provide access to the Landfill, Hansen plant and for the traffic in this area.
This item was further discussed with the Finance and Government (F&G) Committee on April 7, 2015. The F&G Committee was in agreement to proceed with recommending construction award for this project.

Construction (68540) contract with the apparent low bidder, Austin Bridge and Road, LP in the bid amount of $14,707,420.34 for MacArthur Blvd. Paving and Drainage improvements ; material testing (68560) in the total amount of $247,720 (Alliance Geotechnical Group $164,938.30; REED Engineering $42,139.25; TEAM Consultants $40,642.25) ; in-house engineering (68999) in amount of $367,685; a 5% contingency (68540) in the amount of $735,371; $75,000 for Oncor street bridge and sign lighting (68637); and $71,828 for Signal Equipment (68513), for a total requested project cost amount of $16,205,025 is available as follows:
1. $10,049,348 is available in grant fund (300596) 36509015 (MacArthur Blvd)
2. $6,155,677 is available by approving an ordinance transferring and appropriating from the Reserve Contingency for the at Risk Transportation Projects, in the Street Capital Projects Fund (400192), to Grant Fund (300596) 36509015 (MacArthur Blvd).
The at Risk Transportation Project Reserve Contingency will be reimbursement $1,500,000 once the money comes in from Dallas County for this project.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:
SECTION 1. THAT THEY FY 2014/2015 Capital Improvements Projects Budget be amended by transferring and appropriating $6,155,677 from the unobligated fund balance in the Street Capital Project Fund (400192) to Grant Fund (300596) 36509015 (MacArthur)
