This MOU authorizes the City to program the Texas State Interoperability Channel Plan (TSICP) into all public safety radio’s. These interoperability channels are utilized in the event there was a local disaster or if Grand Prairie were to respond to provide assistance to another agency. This agreement outlines the guidelines for the TSICP and the manner they shall be utilized. This is notifying DPS that the City of Grand Prairie has programmed radio's with the updated TSICP channel plan.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A MEMORANDUM OF UNDERSTANDING / INTERLOCAL AGREEMENT (MOU/ILA) WITH TEXAS DEPARTMENT OF PUBLIC SAFETY TO UTILIZE THE TEXAS STATE INTEROPERBILITY CHANNEL PLAN” TSICP” ON PUBLIC SAFETY RADIOS.
WHEREAS, Texas Department of Public Safety operates and provides all guidelines for the “TSICP” this provides multi-agency communication during a disaster in Grand Prairie or as a response to another agency.
WHEREAS, The City of Grand Prairie wishes to participate in a Memorandum of Understanding / Interlocal Agreement (MOU/ILA) with the Texas Department of Public Safety to program the Texas State Interoperability Channel Plan “TSICP” on all public safety radios.
WHEREAS, The Vernon’s Texas Statues and Codes Annotated, Government Code, 791, the Texas Interlocal Cooperation Act, provides for such an agreement between two or more local governmental agencies for the joint use of facilities and services for police protection and the promotion and protection of the health and welfare of the inhabitants of the State of Texas and the mutual benefit of both parties;
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
SECTION 1: The City Council of the City of Grand Prairie, Texas, does hereby authorize the City Manager to enter into a mutual Memorandum of Understanding / Interlocal Agreement (MOU/ILA) with the Texas Department of Public Safety to program the Texas State Interoperability Channel Plan “TSICP” on all public safety radios.
SECTION 2: This resolution shall be in full force and effect from and after its passage and approval in accordance with the Charter of the City of Grand Prairie and it is accordingly so resolved.
