Analysis

Staff received a request from the Texas Department of Transportation (TxDOT) for a regulatory construction speed zone reduction for the existing SH 360 travel lanes, throughout the limits of the SH 360 Design Build Project, within the City of Grand Prairie.

 

The requested regulatory construction speed is 45 mph.  The design speed is 40 mph for the existing SH 360 travel lanes, which are currently posted at 50 and 55 mph.  The traffic control plan design speed shall be the existing posted speed limit as required by the SH 360 Technical Provisions. The speed zone reduction will allow the traffic control plan design speed to be more closely match the existing travel lane design speed.

 

The items of work necessary to accomplish this request will be the responsibility of TxDOT, and will be carried out and completed at no cost to the City of Grand Prairie.  The existing regulatory speed limit signs will be covered or removed during construction, and work zone regulatory signs will be installed. At the completion of project construction, the existing regulatory speed limit signs will be uncovered or re-installed.

 

Financial Consideration

There is no cost to the City stemming from the speed zone reduction ordinance.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS,

AMENDING SCHEDULE II OF THE TRAFFIC REGISTER TO ESTABLISH MAXIMUM SPEED LIMITS GREATER THAN 30 MPH; ESTABLISHING A REGULATORY CONSTRUCTION MAXIMUM SPEED OF 45MPH ON THE SH 360 TRAVEL LANES WITHIN GRAND PRAIRIE CITY LIMITS; AS REQUIRED BY SECITON 545.356 OF THE CITY CODE OF ORDINANCES; CREATING AN OFFENSE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND TO BECOME EFFECTIVE UPON ITS PASSAGE, APPROVAL AND PUBLICATION.

 

WHEREAS,                     Staff received a request from the Texas Department of Transportation for a regulatory construction speed zone reduction for the existing SH 360 travel lanes construction throughout the limits of the SH 360 Design Build Project within the City of Grand Prairie.

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

SECTION 1.  THAT, pursuant to Section 545.356 of the City Code of Ordinances, the City's traffic register Schedule II - Establish Maximum Speed Limits greater than 30 mph shall be amended by adding the following:

SECTION 2.  THAT this section, subsection, sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof.

 

SECTION 3.  THAT, it shall be an offense for any person to violate any provision of the city's traffic register as amended.

 

SECTION 4.  THAT all ordinances or parts of ordinances in conflict with this ordinance are hereby repealed.

 

SECTION 5.  THAT this ordinance shall be in full force and effect from and after its passage, approval and publication.
