Analysis

SUMMARY:

 

This is an update to the Comprehensive Plan and Master Thoroughfare Plan for the City of Grand Prairie. Section 211.004 of the Texas Local Government Code requires that any city which adopts zoning regulations do so in accordance with a Comprehensive Plan. The Plan considered herein is an update to the current Comprehensive Plan and each of its components. The current plan was adopted in 2010.

 

OVERVIEW:

 

The 2018 Comprehensive Plan updates and builds on the 2010 Comprehensive Plan, with several goals, objectives and recommendations either carried over or clarified. The Future Land Use maps has been updated to reflect development trends over the past 8 years, while new focus sections have been added to the plan to take a closer look at areas in which Grand Prairie has experienced or anticipates exceptional growth, such as the 161 Corridor, the area along the IH-20 and IH-30 frontage roads currently under construction, and the South Sector extending down to the city’s ETJ in Ellis and Johnson counties.

 

In addition to these updates, the Master Thoroughfare Plan has been amended to reflect updates and completions in the city’s road network, the Interstate frontage roads, and a comprehensive overhaul of planned roads within the South Sector. Updates are also proposed for Article 23 of the Unified Development Code including updated 3-D street sections with a stronger emphasis on non-motorized travel facilities.

 

The draft Ordinance and the format for the plan are attached for your review. This is the second of four public meetings at which the draft 2018 Comprehensive Plan will be considered. The final document will go to City Council for adoption on November 20, 2018.

 

PZ Action:

 

At its May 7, 2018 meeting, the Planning and Zoning Commission tabled this item to allow for an additional open house meeting and an additional round of survey responses. An open house meeting was held at City Hall on August 30, 2018 and the survey was reposted from August to October, garnering an additional 3,000 responses.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS ADOPTING A COMPREHENSIVE PLAN FOR THE CITY OF GRAND PRAIRIE, WHICH UPDATES ALL PREVIOUS COMPREHENSIVE PLANS, THE FUTURE LAND USE MAP, THE THOROUGHFARE MAP AND COMMUNITY FACILITY PLANS; AND MAKING THIS ORDINANCE CUMULATIVE; PROVIDING A SEVERABILITY CLAUSE; AND DECLARING AN EFFECTIVE DATE.

 

WHEREAS, Section 1.11.3.1 of the Unified Development Code of the City of Grand Prairie, Texas states: “Amendments to the text of the Unified Development Code shall be initiated only by action of the City Council directing the City Manager to initiate such a request on be-half of the City or by the City Manager's own initiative.;” and

 

WHEREAS, on April 16, 2018, a review and briefing was held by the City staff before the City Council Development Committee of the City of Grand Prairie, Texas for consideration of initiating said amendments; and

 

WHEREAS, after consideration of said amendments, the City Council Development Committee of the City of Grand Prairie, Texas directed City staff to initiate the preparation of an ordinance amending the 2010 Comprehensive Plan, which will become the 2018 Comprehensive Plan Update with updates to the Future Land Use Map and the Thoroughfare Map, for submittal to the Planning and Zoning Commission of Grand Prairie, Texas for consideration of a recommendation to the City Council; and

                     

WHEREAS, Notice was given of a public hearing on said amendments to be held by the Planning and Zoning Commission of Grand Prairie, Texas, in the City Hall Plaza Building at 7:00 o'clock P.M. on November 5, 2018, such Notice of the time and place of such hearing having been given at least ten (10) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality; and

 

WHEREAS, after consideration of said amendment, the Planning and Zoning Commission of the City of Grand Prairie, Texas voted 9 to 0 to recommend to the City Council of Grand Prairie, Texas, that said Comprehensive Plan should be approved since its provisions are in the public interest and will promote the health, safety and welfare of the community; and

 

WHEREAS, Notice was given of a further public hearing to be held by the City Council of the City of Grand Prairie, Texas, in the City Hall Plaza Building at 6:30 o'clock P.M. on November 20, 2018, to consider the advisability of amending the Comprehensive Plan as recommended by the Planning and Zoning Commission, such Notice of the time and place of such hearing having been given at least fifteen (15) days prior to such hearing by publication in the Fort Worth Star Telegram, Fort Worth, Texas, a newspaper of general circulation in such municipality.

 

 

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

 

 

SECTION 1.

 

THAT the 2010 Comprehensive Plan for the City of Grand Prairie be amended and revised as shown herein to become the 2018 Comprehensive Plan for the City of the City of Grand Prairie.

 

 

SECTION 2.

 

THAT if any section, subsection, sentence, clause, phrase or portion of this ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such provisions and such holding shall not affect the validity of the remaining portions thereof.

 

 

SECTION 3.

 

THAT this ordinance shall be in full force and effect from and after its passage, approval and publication.
