Analysis

On January 24, 2017 The City of Grand Prairie awarded Construction contract with Texas Standard Construction in the amount of $1,817,178.40 for the Main Street and Jefferson Area Storm Drain Improvements project; Material testing with Reed Engineering in the amount of $26,171.00; In-house labor distribution in the amount of $90,859.00; 5% contract contingency in the amount of $90,859.00; for a total project cost of $2,025,067.40

 

Proposed Change order (Amendment) No.1 provides for various plan revisions and adjustments of the proposed storm drain improvements due to several unforeseeable conflicts with existing utilities throughout the construction area. This change order also provides for hand tunneling storm drain pipes under two railroad crossings at Center Street and across from Collins Street where a multi-conduit communication fiber was discovered in the railroad right-of-way during construction.  These are critical items that have to addressed at this time to keep the project moving.

 

The contractor has also come across an unknown 42" storm drain that Staff is currently in the process of investigating with the contractor and the design engineer to develop a solution that will be presented for consideration at a future date.

 

The updated revised completion date for this project is extended from February 22, 2018 to March 29, 2018

 

Financial Consideration

Funding for the Change Order Amendment No. 1 request for net $93,220 consist of $299,756 in increases and $206,536 in decreases for a cumulative total of $506,292; Cumulative amounts over $50,000 require council approval prior to execution. Funding of the $93,220 is available in Storm Capital Projects Fund (401592) WO #01405203 (Main St/Jefferson) 68540
